What the role is

The Deputy Director will provide strategic leadership across AI masterplanning, AI governance, and AI collaboration and programme management. For masterplanning, the Deputy Director will develop a strategic masterplan for all applied AI domains (Vision AI, Embodied AI, Language AI, large language and large multimodal models, AI safety & security, and emerging technologies). For AI governance, the Deputy Director will establish robust frameworks that embeds responsible AI practices throughout HTX’s initiatives. For AI collaboration and programme management, the role will foster strategic AI collaboration with industry, academia and other government agencies, and programme manage end to end, cross functional AI projects. Together, these efforts will deliver AI solutions that support our public safety mission, improve citizen experience, and increase operational productivity.

What you will be working on

Strategic AI Masterplanning • Drive the strategic AI masterplan across AI domains in HTX, aligning it with MHA strategic objectives and Home Team operational needs. • Act as the central planning hub for all AI initiatives, including the review of scope, timeline and budget before approval. • Conduct strategic foresighting and scenario planning to identify emerging technology opportunities across the AI domains. Programme Management • Lead AI programmes delivery, budgeting and resource allocation; produce regular dashboards and reports on AI adoption, performance and organisational AI maturity. • Coordinate with cross-functional teams to ensure timely delivery of AI projects and initiatives. • Provide technical expertise for the procurement of AI solutions, including reviewing specifications and evaluating vendor proposals. AI Governance & Risk Management • Develop and continuously update the AI Governance strategy and playbook covering key principles such as explainability, fairness, privacy, security, accountability, robustness and sustainability. • Establish metrics, monitoring processes and KPIs and provide regular updates of AI governance key performance metrics to senior leadership. Ecosystem Development & Collaboration • Design and execute an engagement strategy to build a vibrant AI ecosystem of industry, academia and government partners. • Identify, evaluate and recommend technology and vendor solutions that meet Home Team’s AI use-case requirements. • Organise outreach events, workshops and presentations; track ecosystem engagement KPIs and produce regular status reports. Stakeholder & Cross-Agency Coordination • Liaise with Home Team Departments, Programme Management Centres, Whole-of-Government (WoG) agencies and statutory boards to align AI requirements, ensure interoperability and facilitate data sharing. • Collaborate across cross-functional teams (Solutioning, Certifications, R&D, Product Development, Platforms, Data Engineering, Infrastructure) to gather and consolidate AI inputs for AI masterplanning. Leadership & People Management • Supervise a team of AI specialists and foster a culture of innovation, collaboration and continuous learning. • Conduct presentations to senior management on AI masterplan roll-out , governance updates, programmes progress and ecosystem collaboration outcomes.

What we are looking for

• Post-graduate / tertiary qualification in Computer Science, Engineering, Information Systems, AIor related quantitative/analytical fields. • Minimum 15 years of technology development in AI-related domains, with at least 8 years in senior roles that include strategic planning, ecosystem collaboration, programme management and governance; at least 3 years delivering large-scale, multi-site AI projects. • Strong understanding of AI domains not limited to Vision AI, Embodied AI, Language AI, LLM & LMM, AI Safety & Security, and Emerging AI; experience with AI/ML, data science and analytics, and knowledge of AI Governance policies and frameworks. • Demonstrated track record of driving strategic planning cycle, formulating strategic masterplans, and driving their successful implementation with clear, quantifiable impact. • Demonstrated track record of building strategic partnerships, evaluating vendor solutions, negotiating contracts and leading collaborative AI initiatives with industry, academia and government partners. • Experience in procurement, budgeting, financial tracking and resource allocation for AI programmes. • Excellent verbal and written communication; ability to provide briefings and influence senior stakeholders across HTX and Home Team departments; strong facilitation and interpersonal skills. • Understanding of Home Team departmental business and technical requirements; familiarity with homeland-security contexts. • Good strategic foresight & innovation. • Excellent cross-agency collaboration & communication. • Comfortable to travel occasionally. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
