The Early Childhood Development Agency (ECDA) is the regulatory and developmental agency for the early childhood sector in Singapore and oversees key aspects of children’s development below the age of seven across both kindergartens and childcare centres. We are looking for a responsible and self-driven individual to drive operational excellence through process automation, systems management, and digital modernisation. This role focuses on enabling ECDA divisions’ transformation by overseeing digital products, implementing relevant technological digital solutions, and/or leading modernisation initiatives to replace legacy systems. This role serves as a vital bridge between business users and IT development teams, facilitating effective collaboration through agile methodologies and ensuring business process transformation aligns with technical implementation.

What you will be working on

• Digital Product Development & Management: Oversee the planning, development and implementation of digital products through agile methodologies, including sprint planning, user story development, and facilitating communication between business stakeholders and technical teams. • Business Analysis & System Management: Conduct business process analysis, gather requirements through user workshops, and translate business needs into actionable development tasks whilst managing existing digital systems, coordinating updates and enhancements, and providing ongoing technical support to ensure optimal performance and reliability. • Process Automation & Innovation: Analyse existing workflows to identify automation opportunities, design and implement automated solutions using digital tools, and research emerging technologies to enhance operational capabilities through proof-of-concept projects. • Stakeholder Engagement & Solution Delivery: Work with ECDA divisions to understand operational requirements, facilitate training sessions for new process adoption, coordinate testing activities, and ensure delivered solutions meet business expectations whilst supporting change management initiatives.

What we are looking for

• Educational Background & Certifications: Engineering, Computer Science or Information Technology background, and/or relevant certifications in business analysis, agile methodologies, or project management will be advantageous. • Business Analysis & Process Improvement: Experience in business analysis, process improvement, automation, digital transformation initiatives, and familiarity with business process mapping techniques and workflow management systems. • Project Management & Tools: Experience with project management tools, system integration principles, enterprise software solutions, agile collaborative tools, and emerging digital platforms, with knowledge of early childhood education operations. • Communication Skills: Strong communication skills to work effectively with both technical and non-technical stakeholders, experience leading cross-functional teams, and ability to communicate with developers whilst maintaining focus on business outcomes. • Personal Attributes: Analytical and likes problem-solving, with attention to detail, proactive mindset, adaptability in fast-pace environment, resourceful and works well as an individual or as a team.
