DBC(Road) division is responsible for regulating development submissions in our built environment. What you will be working on
Strategic Geospatial Data Management and Coordination - Lead the management of geospatial data and systems, coordinating with key stakeholders including Singapore Land Authority (SLA) and other government agencies. Oversee the updating and maintenance of critical infrastructure datasets (car parking and road networks), ensuring data quality and compliance with whole-of-government geospatial standards. Manage temporary staff and contractors while building internal capabilities for long-term sustainability.
Process Digitalisation and Automation - Drive the digitalisation of existing manual processes within DBC, identifying opportunities to streamline workflows and eliminate inefficiencies. Lead initiatives to automate routine data updating tasks, reducing dependency on temporary resources while improving accuracy and timeliness. Conduct comprehensive process reviews to identify bottlenecks and implement solutions that enhance operational efficiency.
AI Integration and Innovation Leadership - Spearhead AI-related projects and initiatives to transform how DBC operates. Partner with relevant divisions and vendors to explore and implement AI solutions for data management, predictive analytics, and automated decision-making. Identify opportunities for AI-driven insights from geospatial data and lead the integration of AI tools into existing workflows to enhance analytical capabilities and service delivery.
Project Management and Systems Development - Project manage various workflow systems implementations and technology initiatives within DBC. Lead cross-functional teams to deliver digital transformation projects, from requirements gathering through to deployment and user adoption. Manage vendor relationships and coordinate with technical teams to ensure successful project outcomes.
Enterprise Systems Enhancement - Drive improvements to enterprise systems to better serve user needs and stakeholders. Conduct process mapping, perform gap analysis, write functional specifications, and support broader enterprise system implementations. Act as the functional bridge between business users and technical solution providers.
What we are looking for
Education and Experience
Degree in Geography, Geomatics, Computer Science, Information Systems, Engineering, or related disciplines
3-5 years of relevant experience in data management, systems implementation, or process improvement preferred
Technical and Leadership Requirements
Demonstrated proficiency in GIS data handling and spatial concepts with strong technical competency in industry-standard GIS software (e.g., ArcGIS, QGIS)
Proven project management experience with ability to lead cross-functional teams and manage multiple initiatives simultaneously
Strong knowledge of AI and machine learning applications, with demonstrated ability to identify and implement AI solutions for business process improvement
Experience in process digitalisation, workflow automation, and systems integration
Proven ability to translate business needs into technical requirements and manage vendor relationships
Strong analytical and problem-solving skills with experience in conducting process reviews and gap analyses
Excellent stakeholder management and coordination skills, particularly in government or multi-agency environments
Familiarity with Microsoft Office Suite and project management tools
Programming proficiency in languages such as Python, R, SQL, or JavaScript will be advantageous for automation and data analysis tasks
