What the role is

To assist in formulating and implementing national non-communicable disease prevention policies with relevant partners and stakeholders, to reduce the overall burden of non-communicable diseases. The key focus of these policies would be to lower the prevalence of modifiable risk factors contributing to chronic disease development and increasing early detection of chronic diseases.

What you will be working on

What will you be working on? Develop Preventive Health Policies • Formulate and implement feasible, innovative, evidence-based, and sustainable preventive health policies that are aligned with MOH healthcare principles and priorities: o Work collaboratively with relevant agencies including Health Promotion Board, Health Sciences Authority, and Public Healthcare Clusters. o Where relevant, work with relevant divisions/agencies on legal/ enforcement matters, funding arrangements, or public communications. o Develop and monitor indicators for national non-communicable disease control plans. o Manage or participate in multi-agency taskforce / workgroups, to drive the development of preventive health policies as secretariat or as participant. Monitor, identify and analyse emerging trends in disease burden/risk factors/major non-communicable diseases, to inform policy making • Identify and assess current challenges and gaps in national policies o Analyse data to identify gaps and/or trends to inform policy making o Work with relevant stakeholders, including WoG, academic, and NGO partners to (a) identify new or existing challenges/gaps in national preventive health policies and programmes, (b) formulate policies/measures to address identified gaps, and (c) work and coordinate with relevant partners and WoG agencies in planning, implementation and progress monitoring. • Keep abreast of latest international best practices, scientific evidence, or innovative approaches on NCD prevention that can be adopted for the Singapore context. This may include working with researchers to shape research priorities in alignment with policy priorities and questions. o This may include the study of the international landscape on health matters arising from the external environment such as haze, climate change or radiation emergencies, and draft inputs on such matters where required of MOH Represent Singapore’s interest pertaining to NCDs at regional or global platforms • Serve as MOH’s point of contact for NCD preventive health matters in regional/global platforms (e.g., ASEAN, WHO) and provide inputs to consultation papers, reports or other tools pertaining to health promotion or NCD prevention. Undertake roles that support the division’s functions • Serve as Deskhead to agencies including (a) HPB, (b) CDA and (c) SSHSPH • Project and review funding requirements and proposals, and monitoring of funding deliverables relevant to the portfolio • Assist in resolution of finance policy issues • Speech writing duties • Secretariat duties

The following would be an advantage, but not mandatory: • Experience in writing and presenting policy considerations, and engaging with stakeholders to inform policy development. • Experience in policy making and familiarity with (or formal training in) public health in non-communicable diseases and/or the local healthcare system.
