Senior Manager (Engagement)

What the role is

Support the GCD and AD (Field Engagement) in achieving more effective engagement outcomes which would contribute to PA’s strategic objectives through:

• Overseeing engagement efforts in the GRC. You will work with a team of engagement officers from Constituency Offices in your GRC to develop and implement a coordinated outreach and engagement plan for the GRC’s initiatives;

• Working closely with PA’s Engagement Group and Partnership Group to align the

GRC’s outreach and engagement efforts to various stakeholders;

• Working closely with the Field Engagement Team in the GCD office in planning, coordinating and facilitating the implementation of various outreach and engagement initiatives, programmes and projects in the GRC Cluster;

• Growing, deepening, and harnessing networks, including Community Volunteer (CV) groups, with as many non-grassroots organisations and informal groups to achieve PGP outcomes; and

• Identifying opportunities and gaps to build outreach and engagement capabilities of staff and GRLs.

What you will be working on

Planning and Engagement

• Work closely with the Engagement Group to plan, conceptualise, co-ordinate, facilitate the implementation and review various initiatives so as to strengthen community outreach and engagement, particularly to the harder-to-reach segments in the respective division in the GRC Cluster.

• Harness the resources from the Partnership Group to enhance outreach and engagement effectiveness.

• Ensure GRC’s outreach and engagement efforts are compliant with PA’s Engagement and Partnership policies, SOPs and guidelines.

• Establish and build strong relationships with community and government networks so as to facilitate implementation of new community initiatives within the GRC Cluster or in specific local constituencies and to enhance the effectiveness of the GROs in achieving the PGP outcomes.

• Seek opportunities for collaboration with government agencies and external partners to bring in resources or value-added initiatives to strengthen engagement efforts.

• Maintain overview of networks at GRC-level so as to identify opportunities to grow, deepen and harness networks to achieve PGP outcomes. This includes working with the Engagement Officers to facilitate the formation and maintenance of networks, Interest Groups and Community Volunteers groups.

Community Building and Strengthening People-Government-People

• Work with Engagement Officers and PA Engagement Group and Partnership Group to align with PA’s overall outreach and engagement objectives.

• Where necessary, work with Engagement Officers and PA Engagement Group and Partnership

Group on the management of National Operations initiatives (i.e. healthcare and other relevant distribution exercises).

• Work with the GRC’s CDM (Engagement) to develop and drive the execution of the GRC’s outreach and engagement strategy which would be in tune with the respective demographic group’s needs, hopes and aspiration.

• Work with Volunteer Management (CVCS) and GRC’s CDM (Community volunteering) to identify/aggregate CV individuals/groups of high value to PA and/or which could not be matched to local secretariats (eg niche causes) as well as engage them in their volunteering journey until they are channelled to other PA units, local secretariats or WoG partners.

• Work with Volunteer Management (CVCS) and GRC’s CDM (Community volunteering) to identify causes/interests of CVs (individuals/groups) across different sign-up platforms (e.g. referrals, Community Marketplace, hunted by Secretariat or PA units) and facilitate their engagement through existing/new projects.

• Work with Volunteer Management (CVCS) and GRC’s CDM (Community volunteering) to recruit CVs and identify suitable engagement opportunities for CVs

Administration and Facilitation

• Work with Volunteer Management and Engagement Officers to formulate, implement and review plans for the development of GROs and the community.

• Work with Volunteer Management and Engagement Officers to co-develop referral and tracking framework for volunteers (Grassroots Leaders, Community Volunteers and Grassroots Mentors) and volunteer opportunities with internal and external stakeholders.

• Lead Engagement Officers towards providing guidance to the GROs to facilitate effective implementation of their programmes/activities/events.

• Work with Engagement Officers to mobilise residents to participate in national campaigns and local/GRC projects, including those organised by PA, CDC and GROs.

• Work with Engagement Officers to ensure proper accounting/procurement, fund utilisation and cash management, of all GROs and CV groups outreach and engagement events, programmes and initiatives, would comply with PA financial rules.

Training and Capability Development

• Work with Senior Manager (Data) to understand the demographic profile of specific groups (e.g.

women, youths, minorities, seniors, young families) across the GRC Cluster.

• Work with Senior Manager (Data) to collate, analyse and review relevant data (e.g. socio-demographics, outreach figures) to assess programmes effectiveness, and to identify and develop outreach and engagement strategies.

• Participate in WOPA workgroups to innovate and develop solutions to strengthen PA’s outreach and engagement capabilities and effectiveness.

• Work with Senior Manager (Admin & Capability Building) to facilitate cross-sharing of best practices at the GRC-level.

• Assess operational readiness of staff, Grassroots Leaders (GRLs) and work with COs to identify opportunities and gaps; to build outreach and engagement capabilities of staff, GRLs and CVs.

• Work closely with Engagement Officers, PA’s Engagement Group and Partnership Group,

NACLI and Senior Manager (Admin & Capability Building) to develop suitable learning programmes to strengthen the team’s capabilities.

Functional Roles

• Perform additional functional duties in the areas of data, community volunteering, CC operations, capability or engagement as directed by supervisors

Others

• Prepare relevant reports in a regular and timely manner.

• Perform any other assigned by senior officers.

What we are looking for

Minimum - At least three years of relevant working experience in community engagement

Desired - At least three years of field experience or relevant community engagement experience in PA
