What the role is
This role blends strategic analysis, systems thinking, stakeholder engagement, and creative problem-solving. The successful candidate will translate complex mobility data into actionable network plans, close transport gaps, and shape commuter-friendly integrated transport hubs.
What you will be working on
Data-Driven Bus Network Strategy
Lead the team in analysing multi-source transit data.
Identify service gaps, demand imbalances, and emerging travel patterns.
Develop and refine bus network strategies (trunk, feeder, express).
Balance competing objectives: coverage vs frequency, speed vs access, resilience vs efficiency.
Translate insights into clear, defensible planning proposals.
Strategic Problem Solving & Transformation
Frame ambiguous mobility problems clearly and guide the team in structured problem-solving.
Pilot innovative service concepts and evaluate outcomes rigorously.
Lead change initiatives where legacy practices need to evolv
Infrastructure & Space Safeguarding
Work closely with land use agencies and developers to secure land for commuter-friendly integrated transport hubs.
Engage internal and external stakeholders to navigate trade-offs between political, operational, financial, and commuter considerations, align priorities and secure buy-in.
What we are looking for
Technical & Analytical: Proficiency in interpreting large, complex datasets and translating insights into strategy.
Strong experience in public transport planning, urban mobility, transport engineering, or related fields.
Strategic & Systems Thinking: Ability to see the network as a system, not isolated parts. Strong judgement in prioritising limited resources for maximum commuter impact.
Problem-Solving & Innovation: Able to challenge entrenched assumptions respectfully. Comfortable working in ambiguity and iterating solutions.
Strong facilitation and communication skills.
