What the role is

The Estate Management & Support Branch of HTA manages all the estate management, logistics resources and common facilities such as Classrooms, Lecture Theatres, Mess Hall, Cafeteria and Dormitories of HTA and is responsible for the daily administration, supervision and coordination of all minor works, repairs and maintenance of all buildings and grounds of HTA. It also provides support for all events (routine, ad-hoc and contingency), visits and courses provided at HTA. The incumbent serves as a senior specialist responsible for strategic oversight of estate management operations, facilities management, and project management initiatives. This role involves leading complex projects, managing vendor relationships at a strategic level, and supporting HTA's infrastructure transformation initiatives whilst assisting to supervise temporary personnel.

What you will be working on

Strategic Facilities Management: • Lead facilities management operations for HTA's dormitories and canteen, including strategic planning, performance monitoring, and service quality assurance • Develop and implement facilities management policies and procedures to optimise operational efficiency and user experience • Oversee the resource and facilities booking system, ensuring optimal utilisation and strategic allocation of HTA's assets Vendor Contract Management & Procurement: • Lead strategic vendor contract management including negotiation, performance evaluation, and relationship management for logistics, vending machine, and canteen contracts • Ensure all procurement activities comply with Government procurement regulations and drive value-for-money outcomes • Develop vendor performance frameworks and conduct regular contract reviews to ensure service delivery standards Project Management: • Manage upgrading projects for HTA canteen and cookhouse, including project planning, stakeholder coordination, budget management, and delivery oversight • Support infrastructure transformation initiatives under HTA's Campus Transformation Masterplan through project management of development works in cookhouse, dormitories, and training village • Coordinate with multiple stakeholders, contractors, and internal teams to ensure project deliverables meet specifications, timelines, and budget requirements Inventory & Asset Management: • Provide strategic oversight of fixed asset and inventory management systems, ensuring accuracy, compliance, and cost-effectiveness • Develop inventory management policies and procedures to optimise stock levels and reduce wastage • Oversee billing processes for rental and utilities of vending machines and canteen operations Operational Oversight: • Assist SAD EMSB to coordinate temporary staff in logistics support, maintenance activities, and event support functions • Oversee HTA's fleet of buggies management, including maintenance scheduling, performance monitoring, and replacement planning • Ensure timely resolution of reported faults and maintenance issues through effective coordination and follow-up Strategic Support & Development: • Draft, review, and update Standard Operating Procedures within area of responsibility to ensure operational excellence • Provide strategic advice to course and event organisers on logistics, catering, transportation, and facilities requirements • Support continuous improvement initiatives to enhance service delivery and operational efficiency • Undertake strategic duties or projects that may be assigned by the immediate supervisor

What we are looking for

• Degree in Facilities Management, Project Management, Business Administration, or related field preferred • Minimum 3-5 years of experience in facilities management, project management, or estate management • Strong project management skills with experience in managing complex, multi-stakeholder projects • Excellent written and verbal communication skills with ability to engage stakeholders at various levels • Strong analytical and problem-solving capabilities • Proficient in Microsoft Office applications and project management tools • Knowledge of Government procurement processes and regulations preferred • Strategic thinking with attention to detail and strong organisational skills • Positive attitude, proactive, and self-motivated with ability to work independently
