The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7 in early childhood development centres (ECDCs i.e. kindergartens and childcare centres).
ECDA’s Sector Development Pillar is responsible for the planning and resourcing of ECDCs in the areas of infrastructure, manpower and funding. These are critical functions to achieve Government’s goal of providing accessible, affordable and quality preschool services for young families. We are seeking individuals with a keen interest in the strategy, formulation and review of operational policies related to sector resourcing.

What you will be working on
You will be responsible for developing comprehensive strategies and formulating operational policies that address sector resourcing needs across infrastructure, manpower, and funding domains. This involves conducting thorough analysis of sector requirements, identifying emerging challenges and evolving market structure, and designing policy solutions that align with national early childhood education objectives.
This includes analysing trends in preschool accessibility, infrastructure development, workforce capacity and funding adequacy to inform evidence-based policy recommendations, and to develop implementation plans that operationalise these recommendations.
The position is also responsible for conducting systematic operational reviews to support efficiencies within the Pillar, identifying areas for structural and process harmonisation, and recommending practical interventions.
A key aspect of this role also involves developing frameworks for reviewing and monitoring sector outcomes and performance indicators. The officer will outline metrics to assess the effectiveness of existing policies and track progress towards strategic goals.
The officer will work closely with relevant policy divisions at MSF HQ and ops-policy teams in Divisions within the Pillar to co-create policies and ensure feasibility in implementation. This is an individual contributor role reporting to Assistant Director (Ops-Policy), although officer will have opportunities to work in cross-divisional teams where necessary.

• Team player who is able to engage and communicate well with diverse stakeholders;
• Strong project management skills to handle multiple workstreams concurrently.
