The Logistics Infrastructure & Finance Division (LFID) within the Immigration & Checkpoints Authority (ICA) is pivotal in ensuring the smooth and efficient financial operations related to the collection of services and management of ICA’s budgets. We are seeking detail-oriented and proactive individuals to oversee the day-to-day management of ICA collections, including fees, charges, and ePayment services, as well as to lead the planning and monitoring of budgets and cashflow across ICA's operational and development activities. The successful candidate will work closely with senior management, internal departments, and external stakeholders, regularly reviewing financial strategies, ensuring optimal budget allocation, and implementing processes to improve collection workflows. This is a dynamic role that provides the opportunity to make a significant impact on ICA’s financial administration and contribute to the effective management of public services.

Candidates will be assessed for the either of the two roles below: [Collection and Payment Services] The jobholder is responsible for the efficient daily operation of ICA collection and right charging of services rendered to Members of Public. • Periodically and adhoc, review and update fees and charges based on policy or costing changes. • Oversee the daily operation of ICA collection and management of Deposit Accounts, refund cases, dispute cases, deployment of UPOS terminals. • Provide regular ePayment statistics reports to Senior Management and overseeing authority • Submit annual returns to overseeing authority for consolidation. • Handle payment-related issues pertaining to ICA eServices. • Provide guidance/advice to work units. • Conduct regular review to improve collection workflow, methods of collection from Member of Public, and financial administration procedures.   [Budget and Cashflow] The jobholder is responsible for the efficient budget planning, effective cashflow management and regular/adhoc review of ICA's fees and charges. • Secure and allocate the budget for daily operations and capability development. • Prepare resource plans, annual budgets, and revised estimates. • Manage cashflow by tracking expenditure and ensuring close to 100% utilization. • Review iLMS Purchase Orders and Invoices for compliance. • Periodically and adhoc, review and update fees and charges based on policy or costing changes.
