What the role is

Manage outreach and engagement of partners by enabling internal stakeholders to establish strategic and meaningful partnerships.

Support in the planning and operational aspect of partnership development and the division’s overall efforts in building and facilitating partnership.

To bring Government closer to People through citizens’ engagement efforts to enable a more responsive and responsible Government in Singapore through feedback gathering and Government communications with community/corporate partners.

As a Relationship Manager, you will grow, strengthen and deepen the relationship with the community/corporate partners, as well as facilitate the outreach of partners in establishing strategic and meaningful partnership and engagement to achieve People to Government (P-G) and Government to People (G-P) outcomes through engagement, and conduct feedback gathering and Government communications with community/corporate partners and opinion leaders.

What you will be working on

Duties & Responsibilities

Key duties and responsibilities that need to be performed to meet the primary objectives of the job.  This will include the important result areas (what) along with the rationale (why).

Planning and Development of Partnership

  • Prepare periodic reports, implement and monitor the rollout of strategic plans for the development of partnership engagement targets and work across relevant PA Divisions.
  • Evaluate outcomes to ensure alignment with PA directions and continued relevance to partners.

Research and Partnership Database Management

  • Perform evidence-based research and environment scanning to identify and support the growth of partners; as well as support co-creation of initiatives between partners and engagement/partnership/grassroots divisions.
  • Perform periodic data analysis and glean insights to support divisions in partners’ outreach and engagement efforts, including analysis of partners’ engagement efforts to facilitate the building up network of partners for PA.
  • Manage central database and monitor the use of data management system, perform data integrity check and cleansing, as necessary.
  • Maintain updated and relevant records of data, programmes and projects to facilitate matching of partners and for management reporting.
  • Document partnership development efforts across relevant PA Divisions.

Relationship Development & Management

  • Understand ground needs by working closely with PA partnership, engagement & grassroots divisions to identify relevant partners.
  • Facilitate the identification of other PA Divisions’ major initiatives for partner’s involvement.
  • Monitor partners’ engagement and identify potential areas to strengthen relationship as well as for PA-level engagements/nominations.
  • Support PA Divisions’ initiatives by identifying suitable/relevant partners as participants for dialogues/networking sessions.
  • Understand partners’ needs and identify suitable collaborative initiatives and platforms to facilitate engagement and outreach.
  • Provide account management services to partners and serve as PA’s key liaison between partners and PA’s internal stakeholders.
  • ‘Incubate’ partners who are not ready for matching/collaboration.

Relationship Development & Management of PA Corporate Member (CM)

  • Perform analysis and annual management reporting on CM engagement.
  • Organise Triennial General Meeting (every 3 years).

Feedback Gathering and Government Communications

  • Support in the identification and development of opinion leaders.
  • Support feedback gathering and communication through dialogues, topical feedback gathering and other on-going channels/meet-ups.
  • Engage relevant partners and networks through weekly feedback gathering on their fears, concerns and aspirations, and communicate Government-related matters and policies.
  • Engage suitable partners in topical feedback gathering exercises such as Post-Budget, National Day Rally (NDR) and other topical issues when required.
  • Engage suitable partners / opinion leaders in PA-driven dialogue sessions such as Kopi Talk and Conversation Series, and Agency-related policy briefings to share views and thoughts on the topics.
  • Communicate policy information timely to relevant partners and networks using various communication modes such as Whatsapp and email to address concerns and issues.
  • Keep relationship with partners and networks warm through regular communication and engagement in division’s events/activities.

Secretariat Support and Administrative Functions

  • Tracking of the engagements of PA Corporate Members and the preparation of all necessary reports.
  • Support as custodian of PA Community Development Fund that include secretariat support to Management Committee, process and review project funding applications and disbursements, assist in the preparation of monthly reports for submission to the Management Committee for review and approval.

What we are looking for

Other ad-hoc duties not covered under main responsibilities and duties.

  • Member of internal and external working committees.
  • Assists other sections within PA and M&P in projects and activities.
  • Perform other functional, administrative and procurement functions, management of fixed assets and IT equipment as directed by senior officers in the Division.

Knowledge & Skills

Experience     

At least 1 - 2 years of relevant work experience in Business Administration, Marketing or Communications.

Others            

  • Familiarity with computer software such as Word, Excel, PowerPoint.
  • Good writing, analytic and interpersonal skills.
  • Meticulous, resourceful and proactive.
  • Prior experience in data management systems & data analysis, partner engagement or community outreach programmes, and people sector work would be an added advantage.
