What the role is

Join us at the National Council of Social Service (NCSS) as a Strategy Officer, and become a key driver of organisational effectiveness for NCSS in advancing our role as a Sector Developer. You will be part of a dynamic team leading the review and implementation of the Social Service Sector Strategic Roadmap (4ST), whilst developing and monitoring corporate performance management systems that support NCSS's strategic objectives and contribute to the advancement of the Social Service sector. Analyse performance data and emerging trends to ensure NCSS and the sector remain well-positioned for future challenges.

What you will be working on

1. Plan and implement corporate performance management frameworks

  • Develop comprehensive performance systems, KPIs and monitoring processes that align with NCSS's strategic objectives and WOG policy directions
  • Establish performance benchmarks, targets and measurement methodologies to track organisational effectiveness
  • Design performance dashboards, reporting templates and review mechanisms to ensure systematic monitoring

2. Conduct performance analysis and provide strategic insights

  • Analyse performance data trends, identify gaps and assess organisational effectiveness against established benchmarks
  • Generate analytical reports and recommendations to inform strategic decision-making and course corrections
  • Evaluate the impact of strategic initiatives and provide evidence-based assessments of organisational progress

3. Lead the review and implementation of the Social Service Sector Strategic Roadmap (4ST)

  • Contribute to the review of the 4ST framework and strategic initiatives

  • Monitor progress against 4ST objectives and provide performance insights to guide implementation
  • Support sector engagement activities and stakeholder alignment efforts related to the 4ST roadmap

4. Lead Board and Senior Management Team secretariat functions

  • Provide secretariat support for Board and SMT meetings, including agenda preparation, documentation and follow-up on action items
  • Assist in the preparation of Board papers and SMT materials related to performance management and strategic planning matters
  • Support Board events and governance processes

5. Any other duties as assigned from time to time by the management.

Skills & Knowledge:

  • Strategic and corporate planning skills
  • Strong project and time management skills
  • Strong analytical, strategic, and conceptual thinking skills
  • Possess strong communication (written and verbal) and presentation skills to engage, negotiate and mobilise internal and external stakeholders of different seniority   

Experience:

  • Preferably five to seven years’ experience in strategic planning or foresight positions.
