What the role is

The Smart Nation Group – Digital Government (SNDG), under the Prime Minister's Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), is at the forefront of the Singapore Government’s digital transformation. We shape and implement strategies and policies to achieve our vision of a Digital Government that is Digital to the core and serves with heart. This includes building long-term digital capabilities for the public sector, driving innovation across Government agencies, and ensuring digital services are user-centric, secure and resilient.

What you will be working on

Within SNDG, the Human Capital (HC) team manages Talent Acquisition, Performance Management, Talent Management, and Learning and Development for our officers to support the delivery of Smart Nation outcomes. The Manager (Human Capital) role involves the planning, development, and implementation of various learning and talent management initiatives as well as programmes to attract, retain, and develop SNDG officers through meaningful career proposition, to ensure a strong talent pipeline. Specifically, the role will cover the following key areas: Learning and Development • Review learning and development initiatives to level up SNDG officers’ tech baseline. • Identify relevant courses/programmes to address competency gaps for SNDG at the officer- and organisation-levels. • Partner Divisions to facilitate the development of individual Division’s Learning Plans and roadmaps. • Source for training opportunities and secure training attachments with public and private sector organisations. • Run in-house monthly training programmes for MDDI/SNDG officers. Talent Management • Implement talent management initiatives, including talent identification, development planning and engagement to strengthen SNDG’s leadership pipeline. • Support inter-agency discussions on talent nominations and policies (e.g. with MDDI HR, GovTech and other stakeholders), while monitoring posting timelines to ensure timely nominations and developmental postings for talents to gain critical experiences.

What we are looking for

We are in search of a self-motivated and adaptable individual who possesses the following experience, skill sets and traits: Experience and Skills • At least 3 – 5 years of relevant experience in the abovementioned HR functions and/or understanding of public sector HR practices, including familiarity with Civil Service policies and processes. • Meticulous, with good analytical, writing and organisation skills. • Good interpersonal and communication skills as well as ability to collaborate effectively with both internal and external stakeholders. • A keen understanding of the digital/ tech industry is an advantage.
