The Digital Planning & Innovation Department (DPID) serves as the strategic engine for ACRA’s digital transformation. Operating as ACRA’s Product Development Office (PDO) and Innovation Hub, we do more than just build software; we reimagine how businesses and citizens interact with the government.
Our mission centres on accelerating ACRA’s digitalisation journey and building digital capabilities across the organisation. We achieve this through three core pillars: i) strategic product management that delivers user-centric solutions, ii) tech exploratory to identify emerging opportunities, and iii) competency development programme that empowers our officers with future-ready skills.
Your role will be to drive ACRA’s digital transformation agenda. You will bridge the gap between emerging technologies and business strategy, formulating ACRA’s digital future.
You will act as a catalyst for innovation, scouting for both cutting-edge technologies (e.g., Agentic AI) and Whole-of-Government (WOG) solutions. Working with stakeholders, you will validate their feasibility through rapid experimentation (POCs and POVs). Through our D3 competency programme (Design, Data, Digital) you will empower the organization to embrace digital tools and foster innovation mindsets across ACRA.
What you will be working on
Reporting to the Deputy Director, you will contribute to the following:
1. Digital Strategy Formulation
Lead the development and refinement of ACRA’s digitalisation strategy, ensuring alignment with Ministry Family Digitalisation Plan, ACRA’s AI strategy and corporate goals.
Analyze industry trends and organizational needs to define a forward-looking roadmap that balances immediate wins with long-term transformation.
2. Tech Exploration & Solution Scouting
Actively monitor the technology landscape to identify emerging technologies (e.g., Agentic AI, GenAI, Blockchain) and Whole-of-Government (WOG) tools that can solve ACRA’s business pain points.
Evaluate the feasibility and strategic fit of these solutions to determine how they integrate into ACRA’s ecosystem, balancing cutting-edge experimentation with practical utility.
3. Lead Proof-of-Concepts (POC) & Experimentation
Take ownership of the innovation pipeline by scoping, managing, and executing technical Proof-of-Concepts (POC) and Proof-of-Value (POV) initiatives.
Partner with business units and Product Managers to test hypotheses and validate whether a new technology can effectively solve a specific problem before full-scale implementation.
Lead and persevere digital transformation initiatives, including working with business owners to review process and influence policy changes where necessary to enable successful implementation.
4. Cultivate Digital Culture & Awareness
Develop and execute capability development strategies to drive the adoption of digital tools and mindsets across ACRA by organizing roadshows, demos, and brown bag sessions to showcase successful POCs and WOG solutions.
Cultivate a culture of "digital-first" problem solving, encouraging staff to experiment with new technologies to improve their daily workflows.
Establish and track Objectives and Key Results (OKRs) to measure success of the department efforts in making ACRA a digital first agency.
What we are looking for
Degree in Computer Science, Business analytics, Information Systems, Engineering, or a related field with minimum 5-8 years of proven track record in digital innovation, product management, technology consulting, or driving digital transformation initiatives.
Experience in formulating digitalization strategies and roadmaps, with the ability to align technology initiatives with organizational goals.
Strong understanding of emerging technologies (e.g., Generative AI, Agentic AI, Low-Code/No-Code) and the ability to evaluate their business applicability and lead Proof-of-Concepts (POCs) and Proof-of-Value (POV) exercises, translating technical possibilities into tangible business outcomes.
Excellent storytelling and presentation skills, with the confidence to conduct roadshows, brown bag sessions, and workshops for diverse audiences.
Strong team player that can collaborate effectively with business units, technical teams, and external vendors to drive adoption and change management.
