What the role is

Amidst a manpower-constrained labour market, the Public Service will need to develop targeted strategies to attract and retain the Public Service's fair share of talent. This includes introducing flexible HR policies to address different priorities and aspirations of a more diverse workforce, and to embark on workforce transformation to build a more skilled, high-performing and agile workforce. PSD’s HR Policy cluster develops and implements progressive HR policies and systems in areas such as compensation and benefits, talent attraction, and performance management. At the Compensation and Organisational Design team, we oversee the Civil Service’s pay philosophy and salary frameworks with the objective of ensuring that the Civil Service is able to attract and retain its fair share of talent in a fiscally responsible way. We also oversee the organisational structure review process across the Civil Service, to support agencies in fulfilling their mission and strategic outcomes.

What you will be working on

By joining our #PeoplePurposePossibilities internship, you will learn to become a critical thinker and build professional expertise in the domain of compensation and organizational design through supporting the formulation and review of HR policies for the Whole-of-Government. You will have the opportunity to develop yourself in the following areas: Policy Formulation – You will support the formulation and review of policies and solutions related to compensation and organizational design for the Singapore Public Service and gain a better appreciation of the public policy implementation process. This includes the core policy work of salary reviews and job grading/evaluation exercises, as well as cross-cutting HR projects. Stakeholder Management – You will support Ministries and Statutory Boards in total rewards strategy and solutioning through advocating and sharing best practices, while playing a governance role. Data Analytics – You will use data analytics to drive policymaking and identify opportunities for HR policy transformation.

You should possess good written and oral communication skills. • [Analytics and Sensitivity to Numbers/Data Processing] Demonstrate willingness to support quantitative analysis, particularly in Excel, to extract and distil complex analysis.
