What the role is

The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, which impact the way the Public Service operates and organises itself. Internally, the changes in workforce profile has necessitated a new approach in how the workplace is designed, while the pervasiveness of technology has fundamentally changed the way we conduct our business. You will be part of the Service Policy and Leadership team in ServiceSG and will report to the Manager (Service Policy and Leadership). ServiceSG, a department within PSD, has been set up to champion integrated public service delivery. It works with different agencies across the public service to integrate over 400 services around key moments of life of citizens, and serve citizens in an integrated way, through a central omni-channel service delivery system comprising a digital platform (“LifeSG”), a network of physical service centres at Community Centres and libraries (“Integrated Public Service Centres”) and a central call/contact centre. In addition to its core function, ServiceSG also plays a key role in the development of service delivery talents in the domain. This is achieved through various workforce development programmes such as Short-term Immersion Programmes (STIP), GIG programmes, Structured Job Rotations (SJR), and Talent Attachment Programmes (TAP). These programmes are designed to provide officers with exposure to different service delivery environments and equip them with the necessary skills and knowledge to excel in their roles.

What you will be working on

Curating progressive, impactful developmental opportunities to level up the workforce capabilities of the Whole-of-Government Service Delivery function and partnering various stakeholders to implement them through these various initiatives: Short Term Immersion Programmes (STIPs) and Gigs for SD officers – Short-term development opportunities for public officers to deepen their competencies. STIPs allow officers to gain insights to other agencies’ work and range from half to three days. Gigs require officers to commit 1-1.5 days/week to other public sector projects while staying on top of their core work. Public Sector Transformation (PST) Awards – A Whole-of-Government (WOG) pinnacle platform that recognise and reward public officers and agencies for excellence in their work and organisational practices. Officer will have to curate and coordinate award winners to share winning initiatives via webinars and/or forums. Sizing the GCX Workforce – As we embark on the next bound of workforce transformation for the public sector, we are expanding our reach beyond Service Delivery officers to include all officers who have a stake in the Government Customer Experience (GCX). With this shift, we need to relook at the communication and engagement processes and efforts to this wider audience. Officer will need to effectively manage a comprehensive database of GCX officers across agencies for targeted communication strategies to different officer segments, and coordinate engagement initiatives. [Specific Job Responsibilities] Support the administration of career development programmes (STIP and Gig), PST Awards and GCX Workforce initiatives within the Service Delivery domain, which includes: 1. Stakeholder Engagement and Coordination – Engaging and coordinating with internal and external stakeholders (such as HR teams, officers, agencies, Service Delivery teams and leaders) to ensure the smooth running of development programmes, PST Awards sharing sessions, and GCX workforce mapping initiatives. 2. Data Management and Analytics – Administering comprehensive data repositories for development programmes, PST Awards, and GCX officer databases, ensuring accuracy for reporting and analytics capabilities, contributing to strategic talent management decisions and workforce transformation initiatives. 3. Reporting and Communication – Preparing key reports, presentations, and visualisation dashboards to effectively monitor programme efficacy, track PST Awards sharing outcomes, and communicate GCX workforce insights to stakeholders. 4. Marketing and Outreach – Planning and generating targeted EDMs (in partnership with PSD Comms) to create awareness for development programmes, promote PST Awards sharing sessions, and engage the expanded GCX workforce community. 5. Continuous Improvement – Collecting, consolidating, and analysing stakeholder feedback, programme processes, and data across all three workstreams to track progress, outcomes, and identify opportunities for enhancement. 6. Event Coordination – Supporting the planning and execution of PST Awards sharing webinars, forums, and other knowledge-sharing platforms to showcase winning initiatives across the public sector. 7. Database Segmentation – Developing and maintaining targeted communication strategies for different GCX officer segments, ensuring relevant and effective outreach to the expanded workforce community.
