What the role is

The incumbent is responsible for managing a portion of the skills training portfolio conducted in Prisons. The officer would be tasked with the development, coordination and optimization of training programmes for offenders in Prison. The officer is also expected to process KPIs, invoices, and procurement of Training Courses. Through skills training of inmates in Prison, the officer will play a crucial role in improving offender’s employability outcomes and career mobility

What you will be working on

Training Operations and Administration • Maintain a training dashboard and responsible for managing training data including data collection, analysis and reporting of training numbers for the training portfolio assigned. • Plan and procures training services for offenders, which include crafting of tender specifications and conducting tender evaluations, for training portfolio assigned. This would include YRSG’s TAP & Grow initiative and CCS training. • Collaborate with SPS to prepare and place offenders for incare training, including course scheduling, registration via DIRECT, optimizing the usage of training places and developing relevant communication materials to support training incare, for training portfolio assigned. Stakeholders Management and Service Delivery • Responsible for implementing strategies and exercise judgement in managing stakeholders to achieve incare training KPIs. Officer will be required to work closely with a myriad of stakeholders (internal and external) to ensure training for offenders are conducted timely and to mitigate issues arising with training providers and internal stakeholders. • To design and develop a process to front queries from stakeholders on community training, course dates and other administrative issues. Others • Officer would be expected to do budget planning, procurement for training and manage contracts relating to Incare Training. • Schedule audit checks on the external instructors to ensure proper delivery of training, and to manage audits for training providers. • In charge of maintaining training facilities under the division by procuring equipments or through preventive maintenance. • Manages the invoicing of training programmes under the team’s purview. Other Duties • Undertake any other duties assigned by RO/Deputy Director (Skills). • Ensure proper issuance of training certificate (if applicable).

What we are looking for

• Diploma in any discipline. Competencies in Organisational Development, Learning & Development, Social Sciences, Adult Learning and Human Resources are preferred. • 3 to 5 years of working experience • Strategic player with strong critical thinking and analytical skills • Possess drive, initiative and openness to embrace and lead change and deliver results • Able to work well under pressure and with minimal supervision • Team player with good interpersonal, oral and written communication skills • Good problem-solving skills, resourceful, organize well and able to multitask • Good supervisory skills • Passion in serving the rehabilitation and aftercare sector
