What the role is

The 3P Network Division (3PND) of NEA develops and integrates educational and publicity initiatives and programmes for the 3P (People, Public, Private) sectors. This ensures greater synergy and effectiveness in our outreach programmes to promote greater environmental sustainability. Through the planning and organising of partnership programmes and activities/events, 3PND aims to raise awareness of environmental issues in the community and to equip them with the skills and knowledge to take ownership of the environment.
The Programmes and Partnerships Department (PPAD) develops, plans and implements NEA’s national flagship engagement programmes, such as Clean & Green Singapore (CGS), programme. It will also implement and enhance the environmental volunteer programmes to promote and grow pro-environmental behaviours in the community. PPAD also engages stakeholder groups such as non-governmental organisations (NGOs) and corporates to help move the wider community towards environmental ownership and sustainability, and encourage ground-up initiatives.
PPAD’s Volunteer Management Branch (VMB) manages the development, training, engagement and deployment of NEA’s volunteers, such as the CGS Ambassadors, as well as coordinates volunteer matters across NEA. These volunteers are crucial force multipliers that greatly help NEA disseminate its messages on the ground and engage the public effectively.

What you will be working on

As an Assistant Manager in the VMB team, the officer’s key responsibilities are to assist the Team Leader to:

  • Plan, execute and monitor volunteer programme and its operation processes to achieve deliverables and outcomes
  • Plan and organise volunteer programme including, but not limited to the following areas:
  • Recruitment
  • Training/briefing materials and online/on-site training sessions
  • Deployment
  • Engagement and gathering of feedback
  • Recognition and profiling of volunteers
  • Track and monitor progress, KPIs, resources, budget, and conduct reviews of volunteer programmes for continuous improvement and volunteers’ experience.
  • Maintain a strong and lasting relationship with the network of volunteer leaders and continue to recruit more passionate and like-minded individuals as leaders. 
  • Managing online/digital tools for overall volunteer management (eg MCCY-VMS 3.0)
  • Maintenance of volunteer database and provide updates on volunteers’ performances and outreach effectiveness.
  • Act as a central point of contact for volunteers and for the coordination of volunteering enquires.
  • Investigate best practice in the volunteering from other government organisations and strive to improve the engagement model with volunteers.
  • Assist with the planning, development and implementation of national flagship programmes such as Clean & Green Singapore.
  • Any other ad-hoc duties assigned

What we are looking for

The job might be for you if you possess the following qualities:

  • Preferably with at least 2 years working experience in related fields.
  • Equipped with basic business knowledge in scope of management of budget, project, partnership, etc.
  • Skillsets in computer science to assist in the design and development of Volunteer Management System technology platform will be an advantage.
  • Excellent written, communication and interpersonal skills.
  • Able to work independently as well as in a team.
  • Able to work in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and internal stakeholders at the same time
  • Good knowledge of Microsoft Office software (Microsoft Word, Powerpoint, Excel)
