What the role is

The Finance and Facilities Division (FFD) manages the Ministry’s annual budget and efficient allocation across all operations. FFD leads procurement processes, oversees grant governance and grant administration, and manages facilities development to support the Ministry’s objectives. FFD is also responsible for records and knowledge management to safeguard critical information and deliver quality administrative services that enable seamless operations across the Ministry. The Central Registry develops and implements policies and guidelines for records management and knowledge management across the Ministry. The Registry Team is responsible for overseeing the Ministry's records and knowledge management systems and processes, ensuring proper filing and effective knowledge management practices, and maintaining compliance with the Government requirements on management of public records.

What you will be working on

We are seeking a proactive and dynamic individual to lead the Registry Team. You will oversee a team of officers to ensure smooth operation of the Ministry's records management and knowledge management functions, including compliance with the various requirements for the management of public records. You will also be involved in implementing work processes and system enhancements, as well as conducting relevant training for MSF staff. The team supports and engages divisions in records and knowledge management whilst managing the Ministry's records according to compliance requirements and best practices. You will coach and build a strong team to meet the increasing demands of the changing environment and lead the team in implementing initiatives to improve records and knowledge management in MSF, such as streamlining and strengthening various records and knowledge management processes. These responsibilities include: • Understanding and complying to the various requirements on management of public records • Reviewing and developing governance frameworks, processes and training modules for MSF officers to improve the Ministry’s records and knowledge management • Overseeing the records life cycle including carrying out appraisal of records and declassification of public records • Driving digitalisation initiatives • Conducting training for divisions on records management and knowledge management • Undertaking any other assignments as assigned

What we are looking for

Competencies required: • At least 5 years of relevant experience in a large organisation, preferably with a degree in Knowledge Management or related courses of study. • Experience in digitisation and knowledge management is an added advantage • Strong business acumen, critical thinking and data analytical experience which will be vital in the review and development of governance framework and processes. • Good communication, writing and interpersonal skills • Ability to manage diversity, work well with cross-functional teams in a high-pressured and fast-paced environment • Meticulous, resourceful and resilient • Effective team management skill Function Competencies 1.
