What the role is

The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes and works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. It is the main touch-point on animal and veterinary matters in Singapore and the first responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our City in Nature.

What you will be working on

You will be part of the Biorisk and Biosurveillance team under the Veterinary Health Division (VHD) of AVS. As a member of trans-disciplinary team in AVS, you will be responsible for coordinating the technical and IT needs to ensure the delivery of digital products such as data capture systems from external stakeholders to enhance animal health biosurveillance, by collaborating closely with vendors and stakeholders. You may also be required to work on other IT systems for data integration from multiple data streams for visualization and analysis, data lake for biosurveillance data, AI-enabled system for biosurveillance scanning, analysis and decision-making.

You will be involved in the following duties:

Engage and liaise closely with internal and external stakeholders to define product requirements and ensure alignment with biosurveillance goals and objectives.

Work alongside IT team and vendors to ensure accurate translation and interpretation of user requirements, ensuring that product goals are accomplished on schedule, within budget, and in line with business objectives.

Coordinate change management for internal and external stakeholders, identify and address potential issues in vendor performance, minimising negative impacts whilst maximising the benefits of the digital products.

What we are looking for

  • Areas of study in Computer Science, IT, Business analytics or related fields.
  • Background and experience in product management or as part of projects performing business analysis
  • Adaptive learner, willing to acquire new knowledge in biosurveillance, IT systems, and digitalisation
  • Team player with self-motivation, proactivity, and adaptability to rapid changes
  • Disciplined, focused, and capable of working independently when necessary
  • Good communication skills, able to translate technical issues for non-technical stakeholders and to deliver results through close collaboration and partnership with external and internal parties
