What the role is

The Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with our mission to prevent, deter and detect crime. The Centre for Protective Security (CPS) was operationalised to support the implementation of the Infrastructure Protection Act (IPA) and Security Industry Transformation. The key functions of CPS are Infrastructure Protection Regulation, Capability Development and Protective Engineering. In addition, CPS collaborates with various public and private stakeholders to reinforce the IPA and synergise efforts to improve the security industry. The Outreach & Engagement Branch collaborates with strategic partners on capability development initiatives, carries out security/outreach initiatives, promotes best practices in security services procurement as well performs the public communications function for CPS-related queries/feedback/requests, to support MHA in implementing policies and establishing standards to build a competitive security industry. As a Manager, Outreach & Engagement, you play an important role in promoting best practices in security services procurement and performing the public communications function. You will be placed under the Management Executive Scheme.

What you will be working on

As a Manager in the Outreach & Engagement Branch in CPS, your roles and responsibilities include: • Providing technical advice and consultations on outcome-based contracts to government/ private buyers of security services. • Engaging and collaborating with key stakeholders (e.g. industry associations and union organisations) on promoting outcome-based contracting practices. • Monitoring and reporting implementation progress, working closely with the Security Industry Transformation Tripartite Committee (SITC) secretariat to ensure alignment, flag implementation issues and surface success stories. • Developing and presenting training content and engagements to raise skills and competencies of procurement and security professionals in outcome-based contracting for security services. • Staffing discussions at the Security Contracting WG (SCWG) and providing updates at the SITC. • Engaging security industry stakeholders in effecting the successful implementation of outcome-based security services when offered as part of Integrated Facilities Management. • Any other tasks as directed by supervisors.

What we are looking for

• Prior experience in procurement, managing outcome-based contracts and awareness of developments and issues in the security industry preferred. • Detail-oriented and organised. • Strong communication and writing skills. • Possess effective interpersonal and communication skills to engage people at all levels and ability to work independently essential. • Possess resilience and ability to work effectively in a dynamic environment to address emerging issues in the security industry. • Knowledge and experience in dealing with and presenting data is an advantage.
