What you will be working on
In this role, you will lead and oversee all Programme Evaluation (PE) activities within the SPF, ensuring that projects all assessment adhere to proper methodological frameworks and meet organizational requirements for evidence-based decision-making. You will champion the elevation of organisational awareness and understanding of PE principles by disseminating vital information, conducting proactive outreach, and facilitating comprehensive training sessions. Serving as the principal liaison with MHQ, you will ensure seamless communication and alignment on all PE-related matters. Additionally, you will collaborate closely with Evaluation Executives, Evaluation Management, and a breadth of stakeholders to coordinate PE activities and foster the sharing of best practices.
Your responsibilities will further encompass the development and implementation of strategies to build internal evaluation capabilities, supporting the professional development and upskilling of staff in PE competencies through structured training and ongoing knowledge-sharing initiatives. You will play an essential part in promoting cross-departmental collaboration, nurturing a culture of knowledge exchange and continuous improvement in PE processes and outcomes, and maintaining, updating, and ensuring the accessibility of a comprehensive repository of PE resources, guides, and toolkits for all officers.
What we are looking for
The ideal candidate should have a relevant background. It is important that they bring two to three years of experience in programme evaluation or research-oriented positions, equipping them with a solid understanding of research methodologies and fundamental statistical analysis. Strong analytical skills and an innovative approach to problem-solving are highly valued. The role also requires the ability to write fluently and present confidently to large groups, demonstrating a strong command of the English language. Since the position involves engaging with individuals across various agencies, excellent interpersonal skills are a must. Additionally, the candidate should be self-motivated, capable of working independently, and adept at managing and tracking their project timelines effectively.
