What the role is

Be part of the URA Information Systems, Application Department, where you will partner closely with our business groups to plan, design, develop, and deploy enterprise IT systems and digital services. Your work will support work process transformation and enhance service delivery for our external customers. As a Systems Analyst (Software Engineer), you will provide IT advisory and support, continuously improving our IT systems to ensure they remain relevant and capable of meeting evolving business needs. You will also explore new digital technologies and innovations by collaborating with key industry players, contributing to the strategic deployment of ICT across URA.

What you will be working on

Join our team in developing 3D geospatial web applications that enhance the accuracy of planning, and decision-making for urban underground infrastructure. You’ll implement solutions to help users visualise utilities, and other subsurface assets in 3D and provide actionable analytics to support planning and design decisions, while collaborating across agencies to standardise, coordinate, and deconflict underground works. This is fast-paced, cutting-edge work where your solutions make a real impact on safe and efficient city development. • Collaborating with Stakeholders and Teams: Work closely with product managers, software engineers, and key stakeholders to provide technical guidance and design and deliver software solutions that meet business requirements. • Designing, Developing and Testing of 3D GIS Software: Partner with multi-disciplinary engineering teams to deliver end-to-end digital solutions optimised for performance, quality, and technical requirements. • Ensuring Smooth Operations and Security compliance: Lead the engineering team and work closely with infrastructure & security Team to ensure smooth operations, proactively monitor progress, and implement timely security compliance fixes.

What we are looking for

• Minimum 2–3 years of experience in software and GIS development. • Experience with:  Web standards and languages, including JavaScript, TypeScript, HTML and CSS  .NET, C#, Python, and object-oriented programming  Designing and developing MVC web applications and RESTful APIs using ASP.NET Core  ArcGIS technologies – ArcGIS Enterprise, ArcGIS API for Python  Database design and technologies – MS SQL Server  JavaScript frontend frameworks and libraries – React, Redux, Material UI  Cloud platforms – Azure or AWS  Version Control Systems – Git • Proficient in software development, coding, debugging, testing, and optimisation, using modern languages, frameworks, and tools to deliver robust solutions. • Strong experience with 3D technologies (e.g. developing 3D geoprocessing tools using the ArcPy library and implementing 3D scene layers with the ArcGIS Maps SDK for JavaScript), as well as 3D file formats (e.g. I3S, glTF, and GLB). • Passionate about building digital platforms, with experience in Agile development practices. • Strong communication, presentation and interpersonal skills to effectively engage with stakeholders at all levels. • Excellent organisational skills with the ability to manage multiple tasks, prioritise effectively, and meet deadlines consistently. • Ability to work both independently with minimal supervision and effectively as part of a team environment. • Adaptable mindset with eagerness to learn, thrive in fast-paced environments, and proactively solve problems whilst driving continuous improvement.
