Dy Principal/Senior/Exec Engineer (Waste Infrastructure Mgmt Dept) - Contract
What the role is
What you will be working on
You will work in the WTE Infrastructure Management Branch (WIMB) under WIMD which plans and manages the waste distribution for all waste disposal facilities including the NEA WTE plants, Public-Private Partnership (PPP) WTE plants and Tuas Marine Transfer Station/Semakau Landfill. It also manages and monitors the performance of the 3 PPP WTE plants under the Service Agreements with NEA. You will be responsible for the following:
Manage contracts for the provision of incineration services to NEA by PPP WTE plants
Work with Legal and Finance Divisions, and external legal and financial advisors on complex issues pertaining to the contracts
Plan and coordinate the delivery of refuse to PPP WTE plants to maximise incineration throughput and electricity generation
Monitor performance of PPP WTE plants, evaluate reports and make recommendations for improvements
Verify monthly invoices for the service payments to PPP WTE plants
Plan and oversee audits of PPP WTE plants
Coordinate boiler overhaul programme amongst NEA and PPP WTE plants
Carry out overall waste bunker level projection and work with relevant department on capacity planning
Optimise waste distribution between the WTE plants to achieve higher overall efficiency
Coordinate with and assist the Division on emergency planning matters
Manage projects related to PPP WTE plants
What we are looking for

Degree in Mechanical/Electrical/Chemical/Environmental Engineering
Strong analytical and problem solving skills
Good command of spoken and written English, presentation and communication skills
Team player with strong interpersonal skills
Highly self-motivated, independent and resourceful
Strong sense of responsibility, integrity and honesty
Proficient in Microsoft Office
Able to work in the WTE plants e.g. witness tests and to carry out audits
