Exec/Sr Engineer/Asst Director, I&C, Catchment & Waterway Department

You will lead a section responsible for the comprehensive maintenance of Instrumentation & Control (I&C) and SCADA equipment within the Department, ensuring that all systems remain reliable, resilient, and efficient at all times. Experience in project scoping and tender administration will be an advantage.

Your duties include: • Maintenance of remote control, automation of IPU valves, tide gates in drains, supervision of scheduled preventive maintenance of the Instrumentation & Control equipment in the various raw water pumping stations, pond stations, tidal gate installations and drainage pumping stations. • Familiar with Supervisory Control and Data Acquisition (SCADA) systems design such as the Purdue Model, programming of PLCs and configuration of communications network. • Maintain SCADA systems to comply with cybersecurity requirement such as familiarity with cyber risk assessments, VAPT and cybersecurity remediation work which includes configuration of firewall, patching of computer software, systems hardening and network administration. • Familiar with SCADA communications protocol such as MODBUS and DNP3 protocol, control drawings terminology and technical acronyms. • Attend to breakdown of SCADA systems, PLCs and RTUs, and instrumentation equipment failure and be able troubleshoot, diagnose, perform software programming tasks and be able restore systems to their original operational state. • Preparation, calling and administer tender for Instrumentation and sensor projects and ensure proper installation, testing, commissioning, and maintenance of these leased sensors to safeguard data accuracy.

• Degree in Electrical and Electronics Engineering or equivalent. • Minimum 5 years relevant working experience. • Candidate with Class 2 and/or 3 license is preferred.
