What the role is

The job holder plays a key role in conceptualising and planning learning needs analysis, developing training content and implementing training plans, as well as evaluating training effectiveness in emerging skills for Home Team (HT) officers. He/she ensures that HT officers are equipped with digital skills and knowledge that would enable officers to leverage digital technology to achieve the mission of keeping Singapore safe and secure.

What you will be working on

The job holder supports the Assistant Director, Emerging Skills Development in the following workstreams: a. Strategic Planning and Stakeholder Engagement i. Align goals and strategic objectives – work with the AD to ensure emerging skills training is fully aligned with Home Team wide training priorities. ii. Refine programme scope and structure – develop recommendations to improve the design, delivery models and governance of the training programme. iii. Gather training needs information – obtain input from stakeholders to identify skill gaps and specific training requirements. iv. Collaborate with Subject Matter Experts (SMEs) – engage SMEs both within and outside the Home Team to source or co create emerging skills programmes, which may be delivered as multiple run courses, single run seminar style sessions, or e learning modules. v. Monitor emerging skills trends – curate training programmes by monitoring emerging skills trends, digital-skills competencies and workforce expectations. vi. Manage project timelines and resources – develop timelines, track milestones and coordinate with the various departments for resource allocation. b. Curriculum Development Support AD in curriculum development in the following areas: i. Partner with Institutes of Higher Learning (IHLs) and service providers – work closely with IHLs or external providers to develop or refine curricula based on the identified needs. ii. Translate and curate content with SMEs – coordinate with SMEs to convert technical expertise into training ready curriculum material. iii. Create and manage timeline for content creation – develop a timeline for the production of training material and oversee the execution of material development. iv. Test and evaluate e learning programmes – test e learning modules, assess their suitability and effectiveness, and determine readiness for Home Team wide roll out. c. Procurement and Course Implementation i. Prepare submission for approval for identified courses; ii. Perform procurement in accordance with stipulated guidelines; and iii. Oversee award of contract and ensure smooth implementation of training programmes. d. Committee Participation i. HTA staff may be appointed to working committees that are distinct from their main job scopes. This may include being the Secretariat for the Home Team Case Study Committee. The job holder may also be asked to assist in the following workstreams: a. Programme Implementation and Delivery i. Work closely with IHLs and training providers and oversee the execution of the digital transformation and emerging skills training programme for Home Team leaders; ii. Communicate and coordinate with SME trainers and facilitators to ensure alignment and readiness; and iii. Monitor real-time programme delivery and resolve operational issues such as logistics and participant engagement. b. Programme/Course Evaluation and Feedback i. Gather and review participants feedback and training data through end-of-course evaluations and post-programme focus groups; ii. Collaborate with IHLs/service providers to refine future iterations based on feedback and assessment outcomes, enhancing its effectiveness in meeting objectives; and iii. Support AD in reporting findings to Centre’s Deputy Director and HTA senior management.

What we are looking for

1. Recognised Bachelor’s degree, preferably with relevant experience in organisational development, training, or learning and development; 2. Strong ability to conceptualise, integrate, and execute training implementation plans, ensuring smooth and effective programme delivery; 3. Experience in leading and co-ordinating large-scale training and learning projects involving multiple stakeholders; 4. Skilled in analysing training evaluation data and identifying areas for improvement to enhance programme effectiveness; 5. Proficient in curating communications content, with a good understanding of communication tools and platforms; 6. Sound knowledge of emerging skills, i.e. digital- and technology-related, required by the Training and Adult Education sector. Familiarity with trends and issues affecting the Home Team would be an added advantage; 7. A proactive problem solver with ability to independently develop, plan and manage projects with minimal supervision; 8. Meticulous and well-organised, with strong communication and writing skills; 9. Excellent interpersonal skills and a strong team player; and 10. Effective collaborator with a demonstrated ability to work across teams to deliver project outcomes. This is a contract post that will expire in Dec 2027.
