What the role is

The Head (Administration & Finance) is a key member of Headquarters National Cadet Corps (HQ NCC) under the Character and Citizenship Education Branch (CCEB) in Student Development Curriculum Division 1 (SDCD1). You are responsible for supporting character and citizenship education outcomes in NCC through effective corps administration. You will be based in HQ NCC (229 Ang Mo Kio Street 66, #01-02, Amoy Quee Camp, Singapore 567759).

What you will be working on

• Lead and oversee the Admin & Registry, Promotion & Protocol, and Finance Section of HQ NCC • Oversee HQ NCC manpower administration, personnel records, confidential reporting and staff documentation • Manage promotions, appointments, ranking exercises, awards and disciplinary administration • Serve as the Finance Officer for NCC’s budget and ensure proper financial governance and compliance • Act as key liaison with MOE, MINDEF/SAF and external agencies on manpower and administrative matters • Review and strengthen finance, administrative processes, controls and governance frameworks

What we are looking for

• At least 3 years in a managerial position. Prior experience in finance, HR and administration management and corporate governance would be preferred • Strong understanding of manpower administration, compliance and financial controls • Experience in process redesign, digitalisation or implementation of administrative system would be advantageous • Meticulous, organised and able to exercise sound judgement • Familiarity with data analytics, automation tools or AI-enabled solutions to improve workflow efficiency would be an advantage • Team player with strong interpersonal and leadership skills As part of the processing of your application, you may be required to undergo a medical examination that will be fully paid by MOE.
