Manager/Assistant Director (Engagement & Outreach)

Permanent/Contract
Closing on 31 Mar 2026

What the role is

The Municipal Services Office (MSO) was set up on 1 October 2014 under the Ministry of National Development to improve the Government’s coordination and delivery of municipal services. MSO works closely with public agencies and Town Councils to strengthen feedback management and improve service delivery in municipal matters. MSO continuously reviews and refines work processes to better manage and address public feedback on municipal issues so that cases can be resolved effectively and in a timely manner. It also coordinates across agencies and Town Councils to develop systemic solutions for complex issues that cut across multiple stakeholders, in order to better serve residents.

What you will be working on

The Engagement and Outreach unit supports MSO by: a. Developing and executing integrated marketing and communications strategies to enhance public understanding of municipal issues, promote awareness and use of the OneService channels (i.e. the OneService App and OneService Chatbot for reporting municipal issues), and grow the OneService community and culture of shared responsibility among residents, the community and public agencies. b. Developing engagement initiatives to strengthen community participation and manage MSO’s network of community stakeholders. You will play a key role in conceptualising, planning and implementing outreach and engagement initiatives that strengthen residents’ participation in municipal matters and grow the OneService community. You will also contribute to programmes and communications efforts that raise awareness of municipal issues, encourage responsible community behaviour and strengthen partnerships with community stakeholders and public agencies.

REQUIREMENTS • Strong command of the English language. • Excellent writing, presentation, organisational and project management skills. • Good interpersonal skills and the ability to work effectively with stakeholders at all levels. • Strategic and creative thinking to design impactful communications and engagement initiatives. • Ability to take initiative and drive outreach and engagement initiatives from conceptualisation to implementation. • Ability to build partnerships and manage relationships with community stakeholders, grassroots organisations and public agencies. • Willingness to work after office hours and on weekends when necessary. • Experience in communications and content creation for diverse platforms, including editorial and visual formats (e.g. posters, videos), and/or community outreach and engagement initiatives will be an advantage.
