Description of Branch:
As part of the RPG family, the Protective Service (PSV) is a statutory service and it leads in policies and processes to safeguard the safety and wellbeing of vulnerable persons in Singapore. The science and art of our work remain very much firmly rooted in keeping vulnerable persons safe from harm, working in partnership with families and stakeholders such as schools, hospitals and other community partners.
The Service Planning Branch will drive strategic planning for PSV, strengthen operational systems and processes to enhance effective service delivery, and shape the ecosystem for protection of vulnerable persons.

What you will be working on
Brief description of Job Scope:
You will support the enhancement of operational effectiveness through systemic review and process improvement. Your work will involve coordinating protocol reviews, supporting inter-agency partnerships, and maintaining knowledge management systems to ensure consistent and effective service delivery across PSV’s protection and care work.
What we do
The Ops Planning and Review (OPR) section is a team within Service Planning that works to improve how Protective Service (PSV) operates by reviewing and enhancing our systems and processes. OPR looks at how we do our work and our workflows to align with operational policies and find ways to make them better and more consistent across PSV operations. The team also manages risks by checking our systems and developing ways to address gaps. OPR takes care of PSV knowledge resources, keeping our procedures and information up-to-date to help PSV officers do their work well. Working closely with colleagues from different departments, OPR helps improve operational planning and implement changes that enhance our operations.
Who we are looking for
As part of the OPR team in Service Planning, you will work closely with stakeholders to coordinate reviews of protocols for managing cases that involve child protection, intimate partner violence and vulnerable adult protection. This includes helping to develop standardised workflows, assisting in quality assurance and risk monitoring, and identifying process gaps that need to be addressed.
You will also support the harmonisation of protocols with community agencies in the protection and care ecosystem. This involves tracking protocol changes and supporting effective coordination between PSV and community partners.
All this work feeds into PSV's knowledge and information resources. You will help maintain our knowledge database systems, making sure staff can easily find and use the information they need, and improving our written procedures to make them clearer and easier to follow.
You will use insights from this work to support management decisions and help make PSV operations better overall.
Success in this role will be measured by improved operational consistency, enhanced inter-agency collaboration, and strengthened safeguarding through timely identification and response to concerns, supporting PSV’s protection and care work.

Requirement:
Technical Competencies:
• Experience with data analysis or reporting (preferred)
• Interest in systems work and operational planning
• Preferably with at least 2 years working experience in operations, policy or systems work
Generic Competencies:
• Good communication skills to work with different internal and external stakeholders
• Strong analytical and problem-solving skills, comfortable working with data
• A team player who is also able to work independently
• Attention to detail and organised approach to work
• Curious and learning mindset, constantly on the lookout for better ways of doing things.
