What you will be working on

As a Change Management Specialist, you will lead communications and stakeholder engagement strategies for Strategic Workforce Planning initiatives at CPF Board. You will develop comprehensive plans and materials to ensure successful adoption of new workforce strategies, organisational structures, and capability frameworks. Working closely with HR leadership, business units, and senior management, you will coordinate change initiatives, track implementation progress, and recommend improvements. Your role will ensure smooth transition and sustainable transformation of workforce planning practices across the Board. In this role, you will: Change Management Strategy and Execution • Develop and implement comprehensive change management strategies for workforce planning initiatives, demonstrating deep understanding of how organisations work, workforce trends, and interdependencies across business functions. • Use proven change methods like ADKAR to design complete solutions that address cultural changes, skill gaps and drive lasting workforce improvements. • Partner with HR leaders, business heads, and senior management to prepare for workforce changes through change management activities. Stakeholder Engagement & Communication • Lead comprehensive stakeholder assessments using multiple assessment methods including workforce readiness assessments, skills gap analyses, leadership interviews, and employee surveys to guide workforce planning change strategies. • Design and deliver change programmes to improve adoption of new workforce planning processes, career pathways, and organisational structures, using various communication channels and collaboration tools. • Apply consultation skills to help diverse stakeholder groups at all organisational levels navigate workforce changes and work together to create effective workforce solutions. • Develop and execute targeted communication strategies that connect with different employee groups, management levels, and union representatives about workforce planning changes. • Lead strategic stakeholder engagement for workforce restructuring, capability development programmes, and succession planning implementations, demonstrating strong influence and relationship-building capabilities. • Guide HR teams and business leaders in implementing workforce planning change activities while building their change management capabilities for future workforce initiatives.

What we are looking for

While mastery of every requirement may not be necessary, familiarity and expertise in some of the following areas will position you for success within this team. • Demonstrated experience in large-scale organisational change management initiatives, with proven track record in diagnosing, designing, and implementing change management programmes for workforce transformation. Experience in Strategic Workforce Planning, organisational restructuring, capability development, and succession planning implementations is advantageous. • Strong foundation in change management methodologies and concepts, with expertise in deploying various change management tools and activities specifically for workforce-related changes. Ability to analyse workforce dynamics and translate insights into practical workforce planning implementation strategies. • Advanced communication and presentation capabilities, with proven experience in designing and delivering impactful communications about workforce changes to groups of various sizes and facilitating stakeholder engagement across all organisational levels including union representatives. • Demonstrated ability to develop and execute comprehensive change management strategies for workforce planning initiatives, working effectively with diverse stakeholders including HR leaders, business heads, employees, and external partners at both strategic and operational levels. • Strong project management competencies, with experience in managing multiple concurrent workforce transformation initiatives and delivering measurable results while navigating complex organisational and workforce dynamics. • Self-driven professional with high emotional intelligence and strong interpersonal skills, capable of working both independently and collaboratively in large cross-functional teams during sensitive workforce planning changes. • Comfortable operating in dynamic environments with evolving workforce needs, demonstrating adaptability and resilience in driving workforce transformation initiatives. • Experience in public sector workforce planning and change management would be advantageous. The seniority of appointment and actual corporate job title will commensurate with individual work experiences. Position is on a 1-year full-time contract directly under the payroll of CPF Board.
