What the role is

The Data Office champions the overall HR data strategy for the whole-of-government and PSD. We are responsible for end-to-end solutioning to allow PSD to use data effectively in developing its policies and programmes, as well as to drive adoption and evolution of HR data analytics across the public service. To achieve this, the team leads initiatives to refresh and refine existing practices and approaches to HR data analytics, encompassing the full spectrum of activities across the data lifecycle, including an enterprise-wide data strategy, governance, analysis, collection, management, engineering, operations and advice. To better support the PSD Data Office’s role facilitating comprehensive WOG analysis and reporting for HR insights, we are building a dedicated platform that will proactively monitor and report on data quality at the point of ingestion, surfacing any system integration errors, logical inconsistencies, or structural anomalies that may compromise downstream analytics. As a #PPPintern within Data Office, you will be integral to shaping the future of tangible and meaningful HR data analytics within the Singapore Public Service. Your work will directly contribute to the creation, implementation, and maintenance of critical data quality checks, ensuring that the HR data used for decision-making is accurate, reliable, and impactful.

What you will be working on

As a #PPPintern with the Data Office team, you will play a pivotal role in advancing HR data excellence through the development of a Data Quality (DQ) Framework. This framework ensures that the data used in key policy decisions is accurate, reliable, and impactful. You will have the opportunity to contribute to both the design and implementation of innovative technical solutions for the data quality initiative, while gaining valuable experience in a multi-stakeholder environment. Your responsibilities will include: Support Data Quality Framework Development: Collaborate with the team to define and develop rules and processes that ensure the integrity of HR data across the public sector. Your work will play a critical role in shaping a robust, data-driven decision-making process for the government. Data Investigation & Analysis: Conduct in-depth exploratory analysis of HR data to uncover trends, anomalies, and inconsistencies that impact decision-making. Use your analytical skills to identify root causes of data issues and propose practical solutions to improve data quality across systems. Dashboard Reporting & Automation: Design and maintain interactive dashboards that provide real-time insights into data quality. You will work to create visually impactful reports that help senior stakeholders track data trends, quality metrics, and system performance. Collaboration & Stakeholder Engagement: Actively engage with various stakeholders, both within and outside of PSD, to understand their data needs, gather feedback, and build strong working relationships. They include source systems who pipe data to us, and HR clusters that utilised our data as part of their operations. Your ability to communicate effectively will be key to fostering trust and collaboration with these long-term partners. Documentation & Knowledge Sharing: Develop clear, accessible documentation for the data quality rules you implement, ensuring that internal stakeholders fully understand the rationale and impact of your work. Contribute to feedback mechanisms to enhance collaboration with upstream system owners and strengthen the overall HR data ecosystem. Process Improvement & Innovation: Drive continuous improvement by proposing innovative solutions to optimise data validation, reporting, and analysis processes. You will have the opportunity to experiment with new technologies and tools, driving efficiency and enhancing the overall quality of the data monitoring platform.
