What the role is

What you will be working on
Officer is responsible for supporting and advancing CDA’s international and bilateral relations with overseas partners.
Strategy and Analytical Responsibilities
Lead strategic approach development for regional partners and initiatives, building senior-level networks with counterparts and overseeing research and analysis to support strategic relationship building
Drive comprehensive analysis of regional partnership trends, emerging opportunities, and geopolitical developments to inform senior leadership decision-making
Lead strategic analysis and evaluation of existing regional partnerships, MOUs and collaborative agreements, providing recommendations for enhancement
Develop strategic recommendations on agency's regional engagement approach, including senior leadership engagement strategies and diplomatic positioning
Ensure strategic alignment with MOH on regional engagement priorities and coordinate high-level policy discussions
Lead coordination with technical divisions on agency's regional positioning and strategic posturing across multiple workstreams
Drive strategic coordination across divisions and agencies on major regional technical cooperation initiatives and partnerships
Provide strategic guidance and leadership development to staff on advanced research, strategic assessment, and regional analysis approaches
Operational & Implementation Responsibilities
Oversee management of regional portfolio activities, maintaining strategic bilateral relationships and leading regional multilateral organisation engagement
Lead MOU development, implementation, and monitoring processes, ensuring strategic alignment and effective governance
Oversee preparation of briefing materials, talking points, and policy papers for ministerial and senior leadership engagements
Lead large project teams and strategic initiatives, ensuring deliverables meet agency requirements and strategic objectives
Oversee planning for high-level visits to ensure alignment with broader policy objectives
What we are looking for
At least 12 years of relevant experience, with time spent handling international relations in either government agencies or healthcare institutes
A keen interest in Singapore's communicable diseases policies, global health issues and international affairs
Meticulous individual with strong analytical competency
Resilient individual who enjoys working in a fast-paced and dynamic environment
Team player who is self-motivated to initiate and see through projects
Excellent interpersonal and networking skills
Excellent written and verbal communication skills
Background in public health and international relations or related disciplines will be an advantage
Willingness to travel overseas for work
