Deputy Director / Assistant Director, Enforcement (Investigator) (3-Yr Contract)
What the role is
What you will be working on
As an investigator in the Enforcement Department, your primary responsibility is to investigate into offences and/or regulatory breaches under all MAS-administered Acts. You will be gazetted as a Commercial Affairs Officer with criminal investigative powers under the MAS-CAD Joint Investigation Arrangement, where you will exercise comprehensive criminal investigative powers, including searching premises, seizures of evidence and effecting arrests during raid operations.
Your responsibilities encompass thorough evidence gathering, conducting interviews, handling of bail procedures and preparing detailed case files as well as providing litigation support to the Attorney-General's Chambers in both criminal prosecutions and civil penalty court actions. Additionally, you will be involved in enforcing regulatory actions, such as issuing prohibition orders to not allow offenders from working in Singapore's financial industry and handling regulatory appeals.
Specifically to the current role, you will specialise primarily in market abuse cases such as insider trading, market manipulation, and breaches of continuous disclosure requirements under Part XII of the Securities and Futures Act. As financial crimes are often complex and multi-faceted, you would be working closely with fellow investigation officers, and other specialists within the Enforcement Department such as market surveillance analysts, computer forensic specialists, legal officers, as well as officers from the Commercial Affairs Department, market experts/professionals and Deputy Public Prosecutors from the Attorney-General's Chambers.
What we are looking for
At least 3 years' working experience.
Interest in investigation work.
Strong analytical, communication and writing skills.
Ability to be innovative and creative in solving problems.
Prior relevant experience would be an added advantage.
