What the role is

The Lead Engineer supports the Head, Planning (COE Hub) in providing enterprise-wide governance, coordination and strategic enablement of R&T across the three COE pillars - Engineering, Science and Digital. The post delivers a hub-wide view of cross-cutting activities, rationalises and synergises pillar work-streams, and ensures that the overall R&T budget, performance reporting and roadmap alignment are coherent and mission-aligned.

What you will be working on

The jobholder will have the following responsibilities: • Policy-clearing-house & cross-pillar governance - Act as the focal point for policy-clearing activities that affect all COEs (e.g., overseas-trip guidelines, R&T budget marksmanship, thematic research programmes) and manage COE Family / ACE Coordination meetings. • R&T budget oversight - Consolidate the R&T budgets of the three pillars, monitor spend against the hub-wide budget, and assist the Head, Planning in presenting a unified budget narrative to senior management. • Monitoring, scorecard & reporting - Establish and maintain monthly monitoring mechanisms; prepare the standardised COE scorecard and provide regular updates to the HTX Executive Committee and other senior leaders. • Road-map alignment & rationalisation - Surface inter-dependencies, integration opportunities, gaps and trade-offs across Engineering, Science and Digital; recommend adjustments to ensure a coherent, pillar-wide R&T roadmap. • R&T Partners management - Surface inter-dependencies, integration opportunities, gaps and trade-offs across Engineering, Science and Digital; recommend adjustments to ensure a coherent, pillar-wide R&T roadmap. • Multi-COE coordination - Lead or co-lead cross-pillar projects when a single-COE lead approach is impractical, ensuring seamless coordination and avoidance of duplication. • Support to Head, Planning - Provide analytical input for enterprise-level guidelines, assist in stakeholder engagement, and help drive the hub’s strategic planning cycle under the Deputy Director’s supervision.

What we are looking for

• Tertiary qualification in science, digital or engineering (e.g., Engineering, Computer Science, ICT) • Minimum 7-8 years relevant S&T experience; at least 3 years in a senior technical/engineering role that involved cross-pillar budget oversight, policy-clearing-house activities and multi-stakeholder coordination (budget, roadmap, WOG liaison) • Familiarity with a broad spectrum of S&T domains - hardware, software, sensors, robotics, IT - as required for the COE pillars • Collaborative, proactive, keen to challenge the status-quo and able to exert positive influence across teams • Excellent written and verbal communication skills; capable of preparing concise reports for senior management • Able to work independently and as part of a team • Experience in corporate business planning and execution, reflecting the Hub’s responsibility for strategic resource planning and policy alignment • Ability to monitor, compile and present regular performance reporting for senior management • Strong analytical capability to integrate information from diverse sources and synthesize key issues and recommendations All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
