As a Senior Manager, you will be a key officer driving excellence in the policy and end-to-end operations of payroll administration, employee benefits programmes, and conduct management framework. This role ensures accurate and timely compensation for all employees whilst maintaining compliance with statutory requirements and internal policies. The successful candidate will oversees end-to-end payroll operations, administer various employee benefit schemes and conduct and discipline matters.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time within a small team.

What you will be working on

• Partner with business units on all benefits, claims and payroll administration including CPF, SDL, managing leave entitlements and allowances, and ensuring compliance with audit and tax requirements with accuracy and adherence to established policies and procedures

• Lead end-to-end monthly payroll processes using Workday, manage complex payroll-related enquiries, oversee vendor relationships for intricate payroll matters, and ensure accurate and timely salary disbursement whilst maintaining strict confidentiality of compensation data and driving process automation initiatives

• Lead code of conduct policy development, governance frameworks, and disciplinary activities including policy formulation, breach investigations, disciplinary proceedings, and corrective action implementation whilst ensuring fair and consistent application across the organisation and compliance with relevant guidelines 

• Ensure data accuracy in Workday HRIS system and verify billing from various government agencies including CPF Board, IRAS, and Ministry of Manpower

• Oversee employee benefits programmes including medical and dental benefits, insurance, flexible benefits schemes, and wellness initiatives. Lead benefit claims governance, coordinate with insurance providers, and manage leave entitlements whilst conducting annual benefits reviews and market benchmarking.

• Handle audit enquiries including comprehensive data preparation processes during internal and external audits

• Generate reports and analytics to support decision-making and workforce planning initiatives

• Lead and participate in various ad-hoc initiatives and projects as assigned by management

Skills Required:

• Proficiency in Workday or similar HRIS platforms with strong system administration capabilities
• Advanced Excel skills and experience with data analysis and reporting tools
• Comprehensive knowledge of Singapore employment legislation, CPF regulations, and tax requirements
• Understanding of audit processes and internal controls framework
• Strong business acumen
• Excellent analytical and problem-solving skills with attention to detail
• Good communication and interpersonal skills
• Project management capabilities and change management skills

Experience & Special Certification(s):

• Minimum 5 years of relevant experience in payroll and benefits administration
• Relevant post graduate Diploma in Human Resource / IHRP certification would be advantageous
