What the role is

• The SM/AD play a pivotal role in sustaining uninterrupted laboratory operations and involves leading end-to-end procurement, contract management, and budget oversight services whilst collaborating closely with laboratory teams and business partners to deliver strategic procurement solutions and financial stewardship.
• The successful candidate will manage vendor relationships, ensure compliance with Healthcare Services Regulations, Biological Agents and Toxin Act, and ISO 15189 standards, whilst providing proactive planning and advisory services to support the laboratory's daily operations.
• This role offers the opportunity to drive operational excellence through innovative procurement strategies and stakeholder management in a fast-paced healthcare environment.

What you will be working on

SM/AD shall perform the following

  • Daily Procurement Operations: Managing procurement requests from laboratory teams, processing purchase orders within approved budgets, and coordinating with suppliers to ensure timely delivery of laboratory supplies and equipment. This includes maintaining inventory levels, monitoring expenditure against budget allocations, and preventing supply shortages that could disrupt testing activities.
  • Contract Management and Vendor Relations: Negotiating contracts with suppliers, managing vendor performance, conducting regular contract reviews, and building strategic partnerships with key suppliers. This involves ensuring all agreements meet regulatory requirements, deliver value for money, and align with budgetary constraints whilst optimising cost-effectiveness.
  • Regulatory Compliance and Quality Assurance: Ensuring all procured laboratory supplies comply with Healthcare Services Regulations, Biological Agents and Toxin Act, and ISO 15189 standards whilst maintaining cost efficiency. This includes maintaining documentation, conducting compliance audits, managing budget implications of regulatory requirements, and working with regulatory bodies when required.
  • Strategic Planning and Process Improvement: Developing procurement strategies aligned with laboratory operational needs and financial parameters, implementing process improvements, and providing advisory services to laboratory users. This involves forecasting procurement needs, budget planning, conducting market research to identify cost-effective solutions, and ensuring optimal resource allocation.
  • Stakeholder Coordination: Liaising between laboratory teams, CDA business partners in Procurement and Finance, and external vendors to ensure seamless service delivery and financial accountability. This includes managing expectations, resolving conflicts, monitoring budget performance, and facilitating communication across different departments.
  • Emergency Response and Contingency Planning: Managing urgent procurement situations within emergency budget provisions to prevent operational disruptions and developing contingency plans for critical supplies to maintain laboratory operations continuity whilst ensuring financial controls remain in place.

What we are looking for

  • At least 3-6 years handling procurement and budget management in healthcare environment with a proven record in leading the procurement team and overseeing financial planning processes
  • Good understanding of government procurement policies, financial regulations, and end-to-end procurement, contract management, and budget administration
  • Knowledge in supply chain management, or equivalent with knowledge of budgetary principles and financial management
  • Excellent organisation skills and attention to details in procurement processes, contract review, and budget monitoring and reporting
  • Exceptional interpersonal and communication skills (written and oral
  • Ability to work effectively in a multi-disciplinary team and in collaboration with internal and external stakeholders, including finance and procurement departments.
