What the role is

The National Arts Council seeks Project Managers to join its Visual Arts Department to oversee the promotional campaign for Singapore Art Week (SAW). This role sits within the SAW team and involves collaborating closely with the Council's Strategic Communications and Marketing & Audience Development departments, as well as the appointed agencies on campaign strategies and audience development.

What you will be working on

Strategic Brand and Digital Development: 

  • Lead brand development initiatives and rebranding exercises as content owner, shaping SAW’s narrative by providing creative direction and guidance  

  • Provide strategic inputs on messaging frameworks, visual identity, and content strategies that strengthen SAW’s market presence 

  • Oversee website enhancement projects and digital content curation by coordinating with internal and external digital specialists to improve user experience and engagement  

  • Manage creative development processes and production of event collaterals through working with appointed agencies, ensuring brand consistency across all marketing materials 

  • Ensure all deliverables comply with brand guidelines, government communication standards, and regulatory requirements  
     

Project and Campaign Management: 

  • Develop comprehensive campaign strategies that align with SAW and NAC’s strategic objectives 

  • Oversee end-to-end campaign execution, managing timelines, deliverables, and budgets to ensure successful delivery of marketing strategies 

  • Monitor campaign progress and implement solutions to keep deliverables on schedule 

  • Manage contract negotiations with media agencies, content creators, and marketing vendors 
     

Stakeholder Relations: 

  • Coordinate with Strategic Communications and Marketing & Audience Development departments to ensure cohesive campaign messaging and strategies across paid, earned and owned platforms 

  • Liaise with internal stakeholders and subject matter experts to gather, curate and develop compelling content for SAW’s campaigns 

  • Collaborate with external agencies, media partners, and digital platforms to amplify promotional reach and effectiveness through clear communication and proactive problem-solving 

What we are looking for

  • At least 4 years of experience in marketing, communications, or arts festivals with strong visual arts sector knowledge 

  • Proven project management, stakeholder coordination, and vendor management skills with excellent communication abilities 

  • Experience in budget oversight, contract management, and procurement processes 

  • Proficiency in digital marketing including social media platforms, email campaigns, CMS, and website development 

  • Strong copy-editing and written communication skills in English 

  • Understanding of brand development and rebranding strategies 

  • Detail-oriented team player who performs well under pressure 

  • Prior government/public sector experience preferred
