What the role is

The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is seeking a Deputy Director, Planning to join the Science and Technology (S&T) Masterplanning team. The team is responsible for (i) identifying the key Public Sector priorities that could benefit from Science, Technology and Engineering (STE), (ii) monitoring STE trends to assess the opportunities and impact on Public Sector priorities, (iii) identifying and incubating WOG level STE programmes and initiatives to enable Public Sector agencies to harness STE effectively. The team also develops and manages S&TPPO’s organisational strategic and policy plans, and coordinates support from and for other CoG agencies and Centres of Excellence (CentExs).

What you will be working on

• Technology foresighting – analyse emerging S&T trends, identify potential new opportunities, and develop recommendations for the Public Sector • Support engagement with the Ministry Families (MFs) and agencies on their STE priorities and challenges and as needed, develop deep dive engagements, e.g. 1-1 discussions, generic or topical workshops, or presentations to MF/agency senior management • Develop strategies and interventions for WOG STE capability development, e.g. incubate new capabilities and programmes, stand up CentExs, develop technology enablers • Coordinate and align with other Centre-of-Government agencies to provide support and guidance to the rest of the Public Sector • Cohere the strategic direction and priorities of S&TPPO directorates, e.g. through the development and application of organising frameworks, organising of workplans exercise • Support S&TPPO’s corporate functions, e.g. annual budget, manpower resourcing, enterprise risk management etc • Guide and mentor junior officers

What we are looking for

Educational Qualifications i. Bachelor’s degree in Science, Engineering or Materials Science, or Life Sciences or related field. ii. Postgraduate qualifications may be an advantage. • Professional Experience i. At least 10 years of relevant work experience in the Science or Engineering field ii. Experience in long-term planning and strategy formulation. iii. Previous experience in managing and evaluating STE programmes, especially those involving emerging technologies, is a plus. • Competencies i. Strong passion for STE. ii. Ability to analyse complex issues and put forth actionable solutions, as well as drive the implementation of workstreams while paying attention to detail. iii. Excellent interpersonal and communication skills, and adept at managing relationships with various stakeholders iv. Team player, who is self-motivated and has an excellent work ethic.

S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
