What you will be working on
The role of the Vendor and Partner Management (VPM) Branch is to strengthen service management levers and uplift performance of service providers across specialist agencies, vendor services and out-of-home care programmes, ensuring high service standards and effective partnership management to enhance client outcomes in the protection ecosystem. Within the VPM Branch, the Vendor Management Team plays a pivotal role in optimising manpower resources and enhancing client safety and outcomes through strategic outsourcing of operational functions to vendors, while the Performance Management Team drives division, branch and sector performance through service performance analysis and reviews, driving productivity and efficiency of key processes and overseeing corporate planning in the Division.
Reporting to the Senior Assistant Director of the Vendor & Partner Management Branch, you will lead the Performance Management team with one senior manager and manager.
Your responsibilities include
a. Develop systematic tracking and assessment of service delivery and performance of funded programme providers and outsourced services, to ensure sufficient system capacity and proactive flagging of under-performance or emerging service issues.
b. Provide support and work with other teams within PSV to establish data standards and processes that ensure the integrity, quality and accessibility of data pertaining to PCD-managed programmes and services
c. Initiate Business Process Reengineering, Design Thinking or Ops-tech workstreams to redesign and streamline processes within funded and outsourced services
d. Oversee the corporate planning function in PCD, including workplan development, staff engagement and communications, implementation and progress tracking
Supervising your team in the following areas:
e. To develop a robust performance management framework to evaluate the performance of the agencies
f. To ensure that clear performance metrics and Indicators are set up and communicated to the agencies
g. Collaborate with teams within PCD as well as other stakeholders within PSV/RPG, to support data-driven decision making
h. Oversee the team in building and maintaining PCD dashboard or/and other data management systems
i. Provide support and work in collaboration with other teams to build up a more data-driven culture within PCD
j. Supervise the team in the submissions involving the reappointment and renewal of funding agreements. This includes the review of SSRs/KPIs for partners.
k. Support corporate planning and staff engagement for PCD
What we are looking for
• Educational background in Social Sciences, Public Policy or Data Science
• At least 3 years of leadership or supervisory experience in operations management or planning, data management and/or data analysis and data visualisation
• Experience in business process reengineering, service design, process reviews or corporate planning
• Strong leadership and management skills with ability to guide staff through complex operational challenges
• Strong analytical, writing and communication skills with capacity for conceptual thinking and multitasking
• Ability to build relationships and communicate effectively with diverse internal and external stakeholders including government agencies, SSAs, and community partners
