What the role is

The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. SCDF's primary role encompasses providing fire-fighting, rescue and emergency medical services, mitigating hazardous materials incidents, and formulating, implementing and enforcing regulations on fire safety and civil defence shelter matters. The Emergency Psychological Sciences Department (EPSD) aspires to be a leading psychological unit in emergency rescue and fire-fighting services. EPSD's mission is to enhance operational effectiveness and organisational resilience through the application of behavioural sciences in SCDF. As a valued member of our psychology team, you will support the design and implementation of comprehensive assessment and selection frameworks while contributing to digital transformation initiatives that enhance service delivery. You will work collaboratively with colleagues and stakeholders to analyse organisational health data and support the development of targeted interventions that improve employee engagement, well-being and performance outcomes. Please be informed that this role is a contract position.

What you will be working on

• Work with cross-functional team of psychologists and administrators to ensure operational excellence and best practices in psychometric assessments • Support design and implementation of evidence-based personnel assessment strategies across recruitment, promotions, command and specialist evaluations (including psychometric testing, assessment centres) • Stay current with emerging technologies and best practices in digital assessment platforms • Validate and optimise assessment tools by refining psychometric properties, establishing norms, and setting decision criteria • Conduct behavioural interviews and prepare psychological reports for high-potential candidates • Analyse organisational health survey data and contribute to targeted interventions for enhanced organisational effectiveness • Conduct applied research on personnel selection, human performance, and psychological resilience to inform organisational strategy • Deliver organisational resilience-building interventions such as morale sensing The job holder will also be expected to provide broader support to the team and organisation, including coordinating events, offering secretariat assistance, and contributing to other Home Team projects and initiatives as needed.

What we are looking for

• Minimally a bachelor’s degree from a recognised course or programme in psychology • Knowledge or related experiences in assessments, engagement surveys, organisational health, research methods, psychometrics • Good writing, analytical and communication skills • Good interpersonal and team work skills • Able to work independently and work under time pressure • Proficiency in research methods, statistical analysis and the use of statistical software • At least 1-2-year work experience in psychology / related behavioural sciences is preferred

The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customized solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.
