What the role is

The Early Childhood Development Agency (ECDA) serves as a regulatory and developmental authority for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and child care centres. ECDA’s mission is to ensure that every child has access to affordable and quality early childhood care and education. The Child Development (CD) division in ECDA spearheads a wide range of initiatives to support the development of young children with developmental needs and young children from low-income families, to ensure that they have a good start. The Early Intervention Service Management team within the division oversees the service governance, funding and contracting frameworks, performance management and continuous improvement of ECDA-funded early intervention (EI) programmes for children with developmental needs to improve their developmental outcomes and optimise potential.

What you will be working on

What you will be working on We are seeking a forward-thinking and dedicated individual to drive the implementation of EI programmes aligned with best practices and sector standards. You will play a pivotal role in strengthening child safety, caregiver support, and service quality across EI operators, fostering a culture of excellence and continuous improvement. Key Responsibilities • Develop and implement best practices that enhance child safety, caregiver engagement, and professional standards for government-funded EI services. • Track and analyse key performance indicators (KPIs) to monitor operator performance, service quality, and operational efficiency. • Interpret data insights to inform strategic decisions and represent the department in cross-divisional initiatives and sector-wide collaborations. • Lead efforts to ensure seamless service delivery across different EI settings, conducting needs assessments and engaging stakeholders in change management processes. • Support the sector’s transition towards integrated and digital service systems, ensuring continuity and smooth implementation during major shifts. • Identify emerging risks and opportunities through data-driven analysis, leading the development of new initiatives and scaling strategies. • Design and implement frameworks for change management, capability building, and operator performance enhancement. • Oversee operator appointment and selection processes, developing transition roadmaps and service redesign strategies that ensure sustained quality of support for children with developmental needs. • Collaborate closely with internal and external partners to design and refine service workflows, ensuring adaptability, efficiency, and alignment with evolving sector needs.

What we are looking for

• Background preferably in the social sciences, with relevant working experience in the early childhood or social service sector preferred • Experience in change management, development of operational frameworks and supporting digital transformation would be an advantage • Strong project management and communication skills, with the ability to manage complex multi-partner projects and work effectively with diverse stakeholders • Strong analytical and problem-solving abilities, with experience in needs assessment and developing practical solutions • Adaptable, motivated, and able to work well in a fast-moving environment
