The Early Childhood Development Agency (ECDA) serves as a regulatory and developmental authority for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and child care centres. ECDA’s mission is to ensure that every child has access to affordable and quality early childhood care and education.
The Child Development (CD) division in ECDA spearheads a wide range of initiatives to support the development of young children with developmental needs and young children from low-income families, to ensure that they have a good start. The Early Intervention Service Management team within the division oversees the service governance, funding and contracting frameworks, performance management and continuous improvement of ECDA-funded early intervention (EI) programmes for children with developmental needs to improve their developmental outcomes and optimise potential.

What you will be working on
You will drive innovation in the delivery and design of EI programmes to ensure that children with developmental needs can access timely, effective and appropriate EI services.
You will work closely with internal stakeholders and engage them at a strategic level to co-design innovative EI support models. You will leverage programme data to identify opportunities for programme innovation and improvement and conduct corresponding strategic reviews.
As part of our continued efforts to develop resilient EI operators and programmes, you will review the current suite of EI programmes and develop change management and capability building frameworks for the EI sector. Your role will include reviewing and implementing revised appointment and selection processes for operators to facilitate innovation and better service quality within the sector.
You will also play an important role in enhancing EI service delivery and operational efficiencies through improved technological infrastructure. This involves working with system developers to review and seamlessly integrate EISM’s processes into current and upcoming systems, and developing more robust EI grant frameworks.
What we are looking for
• Background preferably in the social sciences, with relevant working experience preferred
• Experience in system development projects and grant administration would be an advantage
• Strong communication (written and oral) and interpersonal skills, with the ability to articulate complex ideas clearly
• Strong analytical skills, with the ability to synthesise complex data and information
• Strong problem-solving ability
• Resilient, motivated, and highly adaptable while working in a fast-paced environment
