What you will be working on
Your main roles and responsibilities include but are not limited to the following:
R&D Budget Management
• Develop and oversee annual budget planning for R&D grant programmes, ensuring optimal resource allocation aligned with PUB's R&D roadmap
• Monitor grant expenditure and financial performance across multiple funding sources, implementing controls and reporting mechanisms to ensure compliance with budgetary constraints
• Oversee claims processing and budget variance analysis to support senior management decision-making and maximise funding efficiency
Grant Management Processes and Systems
• Drive the development and review of R&D governance frameworks including guidelines, intellectual property policies, and standardised contract terms to ensure regulatory compliance
• Design and oversee integrated end-to-end grant management systems from application through evaluation to project completion
• Ensure adherence to IM8 on data and PUB's internal guidelines on data management
• Oversee Project Evaluation Panel composition to ensure diverse expertise and maintain evaluation quality standards
Project Initiation & Management
• Lead the development of Funding Initiatives (FIs), formulating comprehensive programme frameworks that address critical water sector challenges
• Together with Chief Specialists, strategise and plan for grant calls for the next five years of budget cycle
• Oversee FIs execution from initiation to closure, ensuring KPIs achievement and risk management
• Coordinate with stakeholders to facilitate technology transfer and maximise commercial impact
Stakeholder & Team Management
• Build and maintain strategic relationships with research institutions, industry partners, and government agencies to support R&D grant objectives
• Manage comprehensive R&D communications strategy including flagship publications like "Innovation in Water Singapore" and PUB internal online portal
• Lead grant management team, setting clear objectives and performance targets aligned with Department goals
• Mentor and develop team members through training programmes and performance assessments
What we are looking for
• Degree in Business Administration, Accounting, Finance, Public Administration, Social Science, or other similar qualifications
• Experience in grant management and/or procurement
• Good writing and communication skills
• Self-motivated and passion in building technical expertise
• Strong analytical and systematic thinking
• Works well independently and also a resourceful team player
