Main Responsibilities
You will lead the Human Resource Policy & System department to review and implement competitive rewards and recognition policies that support corporate goals and sustain a motivated and engaged workforce in our Singapore HQ and Regional Offices. In this role, you'll work closely with the management team and external partners (e.g. Vital, other public sector agencies). You may be assigned additional work tasks on an ad hoc basis.
1. Lead HR Policy development and application
Develop relevant HR policies and ensure alignment with whole of government directives where applicable.
Review HR policies on regular basis to drive employee engagement and support corporate objectives.
Oversee and implement a robust performance management framework to incentivise and reward high performance.
Foster positive communications with our Union, employees and management.
2. Drive Compensation and Benefits strategy
Enhance our Compensation and Benefit framework to attract, motivate and retain talents.
Conduct regular salary & benefits reviews and market benchmarking studies.
Ensure effective payroll implementation and optimal utilisation of manpower budget.
Analyse and monitor HR metrics to facilitate data-driven decision-making.
3. Oversee Payroll and HR Systems
Deliver policy alignment and process efficiency between HR policies and Workday (HR System).
Partner agency stakeholders to refine Workday operations and troubleshoot where necessary.
Supervise timely and accurate processing of employee payroll and mandatory contributions.
Preferably - minimum 8 years of relevant work experience, including at least 3 years of supervisory experience
Strong domain expertise in compensation and benefits, HR policies, payroll and Workday
Able to translate and drive policy from review/development to implementation
Strong analytical skills and able to deliver results through and with the team
Strong communications skills, including good written skills
Strong team player and good stakeholder management skills; able to build trust and credibility with key stakeholders
An enthusiastic and driven self-starter, and able to think innovatively to improve current states
Have an interest/passion in HR and able to adapt market trends for STB
Showing good business acumen, analytical thinking and judgement
Working effectively within STB to achieve results
Working effectively with stakeholders outside STB
Serving with heart, commitment and purpose
