The Forensics Centre of Expertise (CoE) in HTX plays a critical role in strengthening Singapore’s Home Team forensic capabilities through science, technology, and innovation. Leading a global shift in forensic science, the CoE’s mission extends beyond solving crimes by harnessing innovative technologies to revolutionise investigations, enhance public safety, and keep Singapore ahead of an evolving threat landscape.
We are looking for a driven and technically proficient Chief Forensic Scientist to join the HTX Forensics CoE (FCoE). The jobholder will provide high-level scientific leadership and strategic oversight, ensuring a unified and advanced approach to FCoE’s multidisciplinary capabilities. The jobholder will serve as a scientific authority and strategic advisor, balancing operational priorities with policy alignment and international collaboration and will be responsible for setting and guiding the scientific and strategic direction for WOG forensic science.
The ideal candidate will be an expert in a relevant research area (and/or Forensic research), forward-thinking, and strategic, with a demonstrated ability to work across disciplines to translate operational needs into innovative forensic solutions. The candidate should be decisive, able to consider forensic trends thoroughly, and provide clear, balanced input for both short- and long-term decision-making.

What you will be working on
The scope of work includes the following:
• Drive high-impact, strategic R&D initiatives that push the boundaries of forensic science and enable next-generation capabilities.
• Oversee the conceptualisation, design, and execution of complex research programmes, ensuring strong scientific rigor and operational relevance.
• Assist in selecting relevant partnerships and collaborations with international forensic agencies, scientific networks, industry and research bodies.
• Work closely with FCoE leads, cross-domain scientific teams, and operations stakeholders to translate user/expert requirements into integrated, deployable solutions.
• Mentor FCoE scientists, shaping their technical careers and guiding them in solving critical national challenges.
• Present forensic science implications for national security, major investigations, or policy shifts.
• Provide evidence-based recommendations for long-term technology and capability investment.
• Represent MHA as a national thought leader in international scientific forums.
• Ensure work complies with quality, safety, and data governance requirements, including data integrity, cybersecurity hygiene, and ethical research practices.
What we are looking for
• Possesses a PhD in Physical/Natural Sciences, Material Science, Engineering, applied sciences, and/or a related discipline.
• Extensive experience in relevant forensic research, academia, industry, particularly in forensic contexts.
• Knowledge of research methodology, and practical experience in execution of scientific research projects in academia and/or industry.
• Has at least 15 years of leadership experience.
• Has deep knowledge/hands-on experience in multi-disciplinary areas and working knowledge in all areas.
• Knowledge in public service administration, policy and governance would be advantageous.
• Able to work in a dynamic, fast-paced environment and manage multiple technical workstreams effectively.
• Able to coach and mentor staff from multidisciplinary teams.
• Excellent written and verbal communication skills, with the ability to explain technical concepts clearly to diverse stakeholders.
* All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
