Description of Division:
The Probation, Reintegration and Gambling Safeguards (PRGS) Division works with offenders on community-based orders and youths in residential care through targeted interventions delivered in collaboration with families and community partners. The role encompasses case management across diverse profiles, from youth to adults, focusing on enhancing their socio-emotional development, building social networks, and facilitating successful reintegration into the community. In addition, PRGS oversees gambling related social safeguards, funds support programmes for problem gamblers and their families, and serves as the secretariat to the National Council on Problem Gambling (NCPG).

What you will be working on
Brief description of Job Scope:
You will work across both institutional and community settings, with primary specialisation in substance use and addiction interventions with particular focus on vaping and emerging substance use trends amongst youths especially. In the institutional setting, you will be responsible for the rehabilitation, protection and reintegration of youths placed in secure care at the Singapore Boys' Home (SBH) and Singapore Girls' Home (SGH) who present with substance use and addiction issues and / or other offending behaviours as required. In the community setting, you will conduct social investigations and submit reports on offenders with substance use and addiction issues and other offence types referred by the Courts and supervise offenders with substance use and addiction problems and / or other offending behaviours placed on probation orders. You will work with youths and their families across both settings whilst strengthening their socio-emotional development and social networks.
Responsibilities:
Your work may include the following across institutional and community settings:
Institutional Setting (Youth Homes):
• Case management: Formulating and implementing care plans for youths under your charge who present with substance use and addiction issues, with specialised focus on vaping and emerging substance use trends amongst youths, whilst also addressing other offending behaviours and risk factors as required. Conduct comprehensive assessments to identify substance use and addiction patterns, addiction severity, and intervention needs whilst addressing other risk factors and needs identified.
• Develop and conduct intervention programmes with youths and their caregivers in both individual and group settings, focusing on evidence-based interventions for substance use and addiction disorders, including specialised protocols for vaping cessation and harm reduction strategies, and other rehabilitative interventions as needed.
Community Setting (Probation):
• Undertaking social investigation of offenders with substance use and addiction presentations and other offence types referred by the Courts and making recommendations on their suitability for probation, conducting comprehensive evaluations of substance use and addiction patterns, addiction severity, community support systems, and other criminogenic factors.
• Delivering evidence-informed interventions incorporating specialised protocols for substance use and addiction disorders, with focus on vaping cessation and harm reduction strategies, alongside other targeted interventions for various offending behaviours, and monitoring their progress, in close partnership with their families, the community and community treatment providers.
Cross-Setting Responsibilities:
• Work closely with stakeholders such as caregivers, school authorities, employers, medical staff, psychologists, Courts, and community partners to address substance use and addiction risks and other criminogenic needs identified. Coordinate with external treatment providers and medical specialists to ensure holistic care approaches addressing health implications of substance use and addiction and other rehabilitative needs.
• Contributing to operational policy and planning in strengthening rehabilitative outcomes for youths and probationers with substance use and addiction issues and other offending behaviours and their families through systematic documentation and analysis of case outcomes from substance use and addiction interventions and other rehabilitative programmes.
• Participating in initiatives as part of cross-disciplinary work in supporting the continuum of intervention for youths-at-risk and youth offenders with substance use and addiction presentations and other offending behaviours.
What we are looking for
Competencies required:
• Educational Background in social sciences, preferably Social Work, Psychology, or Criminology, with demonstrated coursework or related experience in substance use and addiction studies
• At least 2 years of experience working in the social service industry, probation, community corrections, or related field with direct experience working with youth offenders or at-risk young people in structured programmes
• Good command of spoken and written English as the position requires regular preparation and presentation of reports and submission of reports to the Courts and key stakeholders, with good interpersonal and communication skills with ability to work closely with different teams/professionals and community treatment providers to support rehabilitation goals holistically
• Good analytical and problem-solving skills and able to adapt quickly to evolving situations in substance use and addiction presentations and other case management scenarios, with demonstrated knowledge of substance use and addiction assessment tools and evidence-based intervention techniques, with adaptability to work with diverse offending behaviours
• A team player who can work independently and multi-task in a fast-paced environment with tight deadlines, self-motivated and resourceful (experience working with youths presenting with substance use and addiction issues would be advantageous)
