Description of Division: The Probation, Reintegration and Gambling Safeguards (PRGS) Division works with offenders on community-based orders and youths in residential care through targeted interventions delivered in collaboration with families and community partners. The role encompasses case management across diverse profiles, from youth to adults, focusing on enhancing their socio-emotional development, building social networks, and facilitating successful reintegration into the community. In addition, PRGS oversees gambling related social safeguards, funds support programmes for problem gamblers and their families, and serves as the secretariat to the National Council on Problem Gambling (NCPG).
Purpose of Role: To strengthen service pathways and develop integrated programmes for substance use and addiction, develop strategic partnerships with stakeholders and build internal capability and practice standards to ensure comprehensive intervention delivery across the continuum of care.

What you will be working on
Brief description of Job Scope: You will manage external partnerships with treatment providers, create evidence-based internal practice standards, and build organisational capability through knowledge transfer and strategic intelligence, ensuring seamless service integration between institutional and community settings. You will work closely with Service Planning, and Partner and Capability Development teams to deliver comprehensive substance use and addiction interventions.
Responsibilities:
Stakeholders Management and Service Integration:
• Build and maintain partnerships with external treatment providers, healthcare services, and community organisations specialising in substance use and addiction interventions
• Coordinate with stakeholders including caregivers, schools, employers, medical staff, Courts, and government agencies to address substance use and addiction risks
• Develop external coordination protocols, referral pathways, and service integration procedures, with particular focus on vaping cessation services and emerging substance interventions
• Represent PRGS substance use and addiction expertise in inter-agency forums and community partnerships
Programme and Practice Development:
• Analyse caseload trends and partnership insights to inform broader organisational strategy and develop evidence-based intervention programmes for emerging trends like vaping cessation programmes
• Create internal protocols, procedures, and practice standards for case management across settings and provide expert advisory services on policy development and refinement
• Ensure consistent application of best practices through expert guidance and systematic implementation of intervention approaches
Capability Building:
• Collaborate on training needs identification, develop training curricula and materials, and provide specialist input to training delivery
• Build sustainable expertise through knowledge transfer and competency development initiatives, and supervise training quality assurance
• Deliver training sessions on substance use and addiction interventions
What we are looking for
Competencies required:
• Educational Background in Social Work, Psychology, Criminology, or related field with advanced coursework in substance use and addiction studies
• Minimum 5 years' experience in substance use and addiction case management within criminal justice, youth services, probation, community corrections, or residential treatment settings, with at least 2 years in supervisory capacity
• Demonstrated expertise in substance use and addiction assessment, intervention, clinical supervision, and staff development
• Proven experience in partnership development and inter-agency collaboration with strong knowledge of community treatment services and referral pathways
• Experience in training design, content development, or adult learning facilitation to support organisational capability building initiatives
• Excellent command of spoken and written English for report preparation and court submissions, strong analytical abilities to translate practice intelligence into strategic recommendations, and effective interpersonal skills with ability to influence across multiple stakeholder groups
• Team player who can work independently and multi-task in fast-paced environments with tight deadlines, able to collaborate effectively across different teams and settings
