What the role is

You play an important role in the implementation and maintenance of ICT networks and infrastructures for one of the Home Team Department (e.g. Singapore Police Force, Singapore Civil Defence Force, Singapore Prison Service, Immigration & Checkpoints Authority, etc.), ensuring their operational readiness at all times.

What you will be working on

The job holder is responsible for the management of enterprise network infra services systems that at MHA Home Team Departments (HTDs). The principal accountabilities of the job holder are (but not limited to): • Be familiar with network technologies such as SDN, WAN, LAN, WLAN, IEEE standards, Routing and Switching, Firewalls and CIS hardening standards for Network (non-exhaustive). • Be a subject matter expert (SME) to provide technical expertise and consultancy to HTDs • Lead the implementation of new network initiatives and infrastructure enhancements to meet the needs of HTDs. • Manage vendors to plan, manage and deliver projects to ensure they meet contractual and Service Level Agreement (SLA) compliance, and to take appropriate corrective actions. • Implement, manage, maintain ICT security measures, and remediate cybersecurity audit findings and ensure compliance to government policies. • Work with System Owners and lead the Operations and Support (O&S) teams to ensure that the O&S teams and contracted vendors have sufficient capability to manage the systems under their care in order to support MHA/HTX’s operational needs throughout their life cycle. • Identify, evaluate and recommend technical solutions that are cost effective and meet requirements, and procure ICT system to meet MHA/HTX’s operational needs, eg. obsolescence management, system refresh, and mid-life upgrade approaches. • Plan, budget, prepare technical specifications and manage the progress and budget of projects and resolve arising issues so as to ensure the timely completion of the projects as scheduled. • Establish and induct best practices in maintenance and support. • Any other tasks as assigned by the supervisor or Management.

What we are looking for

• Tertiary qualification in Electronics/ Electrical Engineering, Computer Studies, or related disciplines such as ICT Technology/Telecommunications. • Good knowledge and understanding of cybersecurity, and IT/Compliance Audit. • At least 5 years of working experience in IT-related fields with minimum of 1 year in a leadership role and experience in leading a small team of 3 to 5. • Applicants with prior experience in systems management and project management related jobs would be an advantage. • In-depth understanding of IT Networks, working knowledge/skills in network administration. CCNP or equivalent Network certification preferred. • Hands on experience in IT Networks. • Proactive and able to work independently with little supervision. • Possesses creative problem-solving skills. • Good Systems Engineering knowledge and understanding of the concept of System life cycle. • Prior experience in maintaining 24/7 operational systems with tight response and turn-around time. • Prior experience in managing and coordinating multiple vendors. • Possess good project management skills, interpersonal and communication skills, and good working attitude. Personal Characteristics & Behaviours He/She: 1. is excellent in communication (both oral and written), presentation, and negotiation; 2. has strong project, vendor, and contract-management skills; 3. is able to work independently without the need for close supervision; 4. is competent, self-motivated, proactive, dedicated, and responsible. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
