The Smart Nation Group – Digital Government (SNDG), under the Prime Minister's Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), is at the forefront of the Singapore Government’s digital transformation. We shape and implement strategies and policies to achieve our vision of a Digital Government that is Digital to the core and serves with heart. This includes building long-term digital capabilities for the public sector, driving innovation across Government agencies, and ensuring digital services are user-centric, secure and resilient.
Supporting SNDG, the Human Capital (HC) team drives Talent Acquisition, Performance Management, Talent Management, and Learning and Development for our officers to enable the delivery of Smart Nation outcomes.
You will be part of the HC team in the Workforce Development Division, working closely with counterparts in MDDI HR, GovTech and PSD, as well as other key stakeholders in SNDG

What you will be working on
Talent Management & Career Development
• Lead the implementation of talent management frameworks, policies and initiatives to sustain a strong and future-ready talent pipeline
• Drive the identification, assessment, and development of high-potential officers for talent programmes such as the Administrative Service (AS) and Public Service Leadership Programme (PSLP)
• Oversee talent deployment (e.g. postings, secondments, cross-agency moves) and partner agencies to support talent mobility across the government ICT&SS sector
• Improve processes through digital and AI-enabled solutions
Succession Planning
• Lead succession planning exercises for critical roles and leadership pipeline development
• Work with senior management to assess successor readiness and address succession risks
• Support organisation-wide and sector-level talent exercises, including the tracking of talent readiness and movements of high-potential officers
Performance Management
• Lead performance management cycles from end-to-end (i.e. goal-setting, assessments, ranking, promotion) using competency-based approach
• Drive fair and consistent performance calibration across SNDG, including secondees
• Advise senior management on performance outcomes and promotion decisions
• Enhance processes using data, analytics and digital tools
What we are looking for
We are in search of a self-motivated and adaptable individual who possesses the following experience, skill sets and traits:
Experience and Skills
• At least 6–8 years of HR experience in talent development and/or performance management
• Strong analytical, communication and stakeholder management skills
• Experience in competency-based frameworks and policy/paper writing is advantageous
• Interest in leveraging technology and AI in HR
