Digital Capability Lead

As a Digital Capability Lead in the Digital Excellence and Products Division, you will be accountable for the coherent, safe, and effective execution of digital capability across schools. You will ensure that MOE’s digital capability intent – shaped through policy, frameworks, and advisory inputs – is translated into consistent, high-quality outcomes across zones, with clear assurance on readiness, risk, and delivery health. • Drive overall digital capability outcomes across schools through setting expectations, defining success measures, and ensuring capability is coherent and sustainable • Translate strategies into practice by turning HQ frameworks and policies into clear, actionable implementation across zones • Lead and calibrate zonal delivery through guiding Zonal Digital Leads to ensure consistent quality, sound judgement, and effective execution • Monitor readiness, risks, and delivery health to identify systemic issues and decide when to intervene, adjust pace, or recalibrate efforts • Strengthen governance, cybersecurity, and assurance to ensure schools’ digital capability is secure, compliant, and progressing with confidence • Bridge HQ design and school realities through feeding ground insights into policy refinement while ensuring implementation remains practical and executable

• At least 10 years of experience leading transformation initiatives and sustaining momentum over time • Strong understanding of digital governance, cybersecurity posture, and risk management at system scale • Confident stakeholder engagement with school leaders and HQ stakeholders to drive alignment and resolve tensions • Proven people development capabilities including developing officers, calibrating standards, and addressing performance issues constructively • Ability to identify patterns, risks, and opportunities across multiple clusters and steer coherent zone-wide outcomes • Strong decision-making skills to make sound and timely judgements in dynamic environments As part of the processing of your application, you may be required to undergo a medical examination that will be fully paid by MOE.
