What you will be working on
As a Senior Manager/ Manager, you will be involved in key HR portfolios including:
Career Development
• Lead career development programmes like Structure Job Rotation (SJR) and Talent Attachment Programme (TAP) to support officers’ growth within NYC and Public Service and identify relevant career management resources including career counselling and coaching.
• Review the effectiveness of career development programmes and recommend improvements.
• Partner divisions on career related initiatives and advise Reporting Officers on potential developmental opportunities for their officers.
Talent Management and Succession Planning
• Design and review frameworks and initiatives related to talent management and succession planning that complement with NYC’s strategy and align with the whole-of-government talent management strategy.
• Oversee talent nomination, appointment and engagement processes including monitoring and recommending suitable development tools for identified talent and supporting nominations for appropriate programmes.
• Maintain talent and succession planning databases for key leadership roles, prepare analytical reports, and facilitate discussions with senior management on talent matters.
Performance Management
• Implement performance management activities including preparing ranking data and submissions, managing system administration tasks on HRP to ensure accurate records, facilitating ranking discussions, and providing secretarial support for annual Ranking & Promotion panels.
• Manage liaison and coordination with internal and external stakeholders on performance management related matters, including with Public Service Division and other Public Service agencies.
• Design and prepare communications on performance management related matters.
• Oversee contract management processes, such as processing of emplacement, contract renewal and contract lapse following panel meetings and administering variable payments, bonuses and annual increments.
Awards Management
• Administer National Day Awards (NDA) and Long Service Award (LSA).
• Maintain relevant databases and process LSA payments.
• Design and prepare communications on awards-related matters.
In addition, you will be part of a team of HR Business Partners (HR BP) to shape and champion HR strategies, policies and programmes:
• Partner NYC Divisions in talent acquisition, workforce planning, employee engagement, career development, and champion HR organisation development strategies and initiatives.
• Support HROD efforts to streamline HR workflows through automation tools to improve efficiency in policy administration processes.
• Align practices with NYC’s mission of youth development while ensuring compliance with employment regulations.
• Serve as a trusted HR advisor to NYC divisions, proactively identify opportunities to improve and address complex workforce challenges.

Requirements:
• Relevant HR working experience of minimum 5 years (Senior Manager) or 2 years (Manager) preferably in business partnering, career management, talent management, and performance management.
• Experience in the public sector will be an advantage.
• Strong analytical capabilities with attention to detail and innovative problem-solving abilities.
• Good communication and interpersonal skills.
• Good time and project management skills in a fast-paced environment.
